Renewal Financial Times Subscription

The Internal Revenue Services, a bureau of the Department of the Treasury, intends to issue a sole source purchase order to F.T. Publications, Inc., 1330 Avenue of the Americas, New York, NY 10019-5400 in accordance to FAR 6.302-1. The purchase order will represent a renewal to the agency's existing subscription. F.T. Publications is the sole source provider of the subscription service. This service has unique features that only this company can provide to the Department of Treasury. This action will result in a Firm Fixed price order for a 12 month period of performance from October 1, 2013-September 30, 2014. The NAICS code is 511110 and size standard is 500 employees. This announcement is in accordance to the Simplified Acquisition Procedures under the authority of FAR 13.106(b)(1). All interested sources may identify their interest by submitting capability statements in response to the requirement. This is a notice of intent to award using other than full and open competition and should not be considered a request for competitive proposals. NO SOLICITATION DOCUMENT IS AVAILABLE. A request for more information or a copy of the solicitation will not be considered a response. No telephone inquiries will be accepted. If parties choose to respond, any costs associated with preparation and submission of data or any other costs incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Responses to this notice must be emailed to Tara Scott at tara.scott@irs.gov, no later than 3:00pm, EST on Sunday, September 29, 2013. Responses must be in writing and provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Any responses received as a result of this notice, shall be considered solely for the purpose of determining whether to conduct a competitive requirement. A determination not to open this requirement up to competition is solely within the discretion of the Government.
