This is a notice of intent to Sole Source. The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Departmental Operations Acquisitions Division and Privacy Office (DOAD-PRIV) intends to procure on a non-competitive, sole source basis with AINs, Inc. 806 W. Diamond Ave., Suite 400, Gaithersburg, MD 20878, for the renewal of FOIAXpress software licenses and maintenance. This requirement will result in a firm-fixed price Task Order. The period of performance is for one (1) year. This notice of intent is NOT a request for competitive proposals or quotations; however, all responsible sources may identify their interest and capability to meet this requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government.
