Full Description

The U.S. Army Contracting Command - New Jersey, Soldier Weapons on behalf of PM Soldier Weapons, Intends to solicit, negotiate, and award a sole source contract to Wind River Systems pursuant to the authority of 10 U.S.C. 2304( c) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This contemplated sole source contract is for the renewal of a software maintenance support subscription for Wind River's VxWorks 5.5 Tornado and 6.9 Workbench real time operating systems software to support the Common Remotely Operated Weapon Station (CROWS). This contemplated effort will be a Firm Fixed Priced (FFP) contract. The M153 CROWS is a Remote Weapon Station that provides the operator with the ability to acquire and engage targets while remaining within the respective platform. This enables protective cover from incoming fire, blast protection, and protection during vehicle rollovers. It is designed to mount on a variety of wheeled, tracked, fixed and marine platforms. It can also be equipped with a variety of existing and future weapon systems including but not limited to the MK 19 Grenade Machine Gun (GMG), the M2. .50 caliber Machine Gun, the M240 Machine Gun, the M249 Squad Automatic Weapon (SAW), the M134 Minigun, MK47 GMG, 40mm H&K GMG and the FGM-148 Javelin Anti-Tank Missile System. Wind River is the sole supplier of the VxWorks Tornado & Workbench software application. The support and maintenance subscription is critical to the continued operation of the CROWS Software development and maintenance activities as it provides access to technical expertise on key software components to the CROWS weapon system. The absence of this support would cause program schedule delays, increase program cost, and delay fielding. No other vendor has the rights to supply the VxWorks Tornado & Workbench product or maintenance support. This PRE-SOLICITATION NOTICE is for information and planning purposes only and does not constitute a Request for Proposal (RFP). This PRE-SOLICITATION NOTICE is not to be construed as a commitment by the Government. The Solicitation is planned to be issued within the 4th quarter of FY 17.
