Rental of Hydraulically Deployed Mobile Stages

The Department of Canadian Heritage is seeking up to two standing offers for the rental of hydraulically deployed mobile stages to support events and celebrations across the National Capital Region, including recurring annual events and one-time special occasions. The initial contract term spans two years from May 13, 2026, to May 12, 2028, with an option to extend for two additional one-year periods. Offerors must comply with stringent technical specifications, including the provision of fully engineered, manufacturer-certified stages in defined categories such as 32’ x 24’ platforms, VIP decks, and camera platforms, all requiring hydraulic deployment and no fabric roofs over performance areas. Compliance with engineering certifications in Ontario and Quebec, along with adherence to CSA, cUL, and Intertek standards, is mandatory, and all work must be performed by certified technicians who are available on short notice. The evaluation follows a strict Lowest Price Technically Acceptable approach, where only offers meeting all mandatory technical criteria are considered, and the two lowest-priced responsive offers will be selected. Security requirements are integral to this contract: all personnel requiring site access must hold a valid SITE ACCESS STATUS issued by Canadian Heritage, and offerors must fully comply with the Security Requirements Check List, including obligations regarding access to PROTECTED or CLASSIFIED information and assets, escorting unscreened individuals, and safeguarding COMSEIC materials. Subcontracts involving security-sensitive work require prior written approval from PCH, and failure to disclose required security clearances or documentation will render an offer non-responsive. Offerors must also adhere to federal procurement regulations, including submitting proposals via email only to contrats-contracting@pch.gc.ca, formatted into four distinct volumes in both official languages, with a maximum file size of 35 MB per transmission. Invoicing and payment procedures follow standard guidelines referenced in uniform contract clauses, with payment contingent upon formal acceptance at the event site. Insurance requirements specify a minimum of $5,000,000 in commercial general liability coverage with Canada named as an additional insured. All work must be conducted F.O.B. Destination, with Canadian customs duties included and applicable taxes extra, and performance locations vary based on event needs, with site specifics provided at least one week in advance. Proposals must include verified personnel credentials, integrity declarations, and attestations regarding workforce compliance with the Federal Contractors Program, with any substitution of key personnel requiring immediate notification and approval.
