Full Description

The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source purchase order to Atlas North America LLC, 208 Golden Oak Court, Suite 415, Virginia Beach, VA 23452-1800, for the acquisition of repair and overhaul services to support the SeaFox Mine Identification and Disposal System. The following items are being repaired: one (1) Modular Mobile Control Unit (MMCU) System 1 with MK 63 MOD 2 SeaFox-I Neutralizer and four (4) MK 63 MOD 2 SeaFox-I Neutralizers. This procurement is sole source for the following reasons. Atlas North America is the original equipment manufacturer (OEM) for the SeaFox Mine Identification and Disposal System. The MH-53 AMNS variant of the SeaFox System was originally developed by Atlas as a subcontractor to Lockheed Martin Corporation under NAVSEA contract N00024-99-D-6311. Given the complexity of these systems and the level of system knowledge required to overhaul, repair, and maintain these complex equipment and systems, Atlas is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering services to accomplish all tasking. Use of any other vendor would result in substantial duplication of cost (to date, approximately $40,000,000.00 in spare and repair parts as well as repair and overhaul services) to the Government. These costs would not be recovered through competition. The NAICS Code is 334511. Small Business Size Standard is 750 employees. The FSC is J099.
