This notice does not constitute a request for quote, request for proposal, or an invitation for bid. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. No contract award will be made on the basis of response to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described herein. Responses should appear on company letterhead and include, at a minimum, affirmation of active registration in the System for Award Management (SAM), your qualifications and any applicable pricing data or information. All responses should include a point of contact, telephone number, and e-mail address. Additionally, respondents should indicate whether they are a Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUB Zone, Service-Disabled Veteran-Owned Small Business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. The 482d Contracting Flight at Homestead ARB,FL intends to issue a Sole Source, Firm-Fixed Price Contract under the authority of 10 United States Code (USC) 3205, as implemented by RFO 12.102(a), to Eau Gallie Electric Inc., identified as CAGE Code 4W6R2, located at 2012 Aurora RD Melbourne, Florida 32935-4136, United States. Issuance of this award will support with comprehensive repair of the Approach Sequenced Flashing Light (SFL) system at Homestead ARB, FL. Eau Gallie Electric Inc. is an incumbent contractor and possesses unique and proprietary knowledge of the airfield’s highly specialized lighting system. Eau Gallie Electric Inc. possesses the necessary technical data, diagnostic equipment, and trained personnel to perform the required repairs. Moreover, Eau Gallie Electric Inc. is the exclusive warrantor for components previously installed on the SFL system. As said firm encompasses the highly specialized skills required, and award to any other source would result in substantial duplication of costs, a sole source award will be issued to the subject firm. The applicable NAICS is 238210- Electrical Contractors and Other Wiring Installation Contractors with a size standard of $19,000,000.
The following is a brief description of the acquisition requirement:
The work covered by this contract consists of, but is not limited to, the furnishing of all plant, labor, services, tools, materials, equipment, transportation, supervision and all miscellaneous requirements needed to perform all operations in conjunction with the effort to accomplish the Scope of Work below. All work shall be done in conformance with applicable sections of the Environmental Protection Specifications, the project's Unified Facilities Guide Specifications (UFGS), project drawings, IEEE C2, National Electrical Code (NFPA 70), Unified Facilities Criteria (UFC) 3-535-01, Federal Aviation Administration (FAA) Standard, Federal, State and Miami-Dade Department of Environmental Management (DERM) codes and regulations, and OSHA requirements. Electrical repairs and installations shall conform to the IEEE C2, NFPA 70, UFC 3-560-01, UFC 3-535-01, FAA Standards and to the requirements specified herein. All electrical work and material is new and shall be provided by the contractor unless indicated otherwise. Products and materials shall be FAA and UL listed/approved. All work shall be accomplished in accordance with standard industry workmanship practices. The sequenced flasher lighting system shall be fully compatible with the existing ADB’s Navigator Airport Lighting System FAA-L-821 AC150/5345-3 and UFC 3-535-01 paragraph 15-3. The contractor shall contact the system manufacturer as required to assist in modifications, upgrades, repairs and reconnecting thesystem to operate properly.
This work entails assessing, troubleshooting, and repairing the sequenced-flasher lighting system for the airport approach lighting system at Homestead Air Reserve Base (HARB). It is estimated that 10 flashing lights are not operational. All repairs and/or installations shall be performed by qualified personnel. The term qualified personnel is defined as individuals who thoroughly understand the equipment and its safe operation, maintenance and repair. Qualified personnel are physically capable of performing the required tasks, familiar with all relevant safety rules and regulations, and have been trained to safely install, operate, maintain, and repair the equipment. It is the responsibility of the company operating this equipment to ensure that its personnel meet these requirements. Vendor shall perform voltage measurements on the ICC units using a flasher tester recommended by the manufacturer. Record the voltages values from test number 1 to 15 and the LED indications for each individual control cabinet on the data sheet provided on the back of the instruction booklet for future reference. Provide a written report in table format with measured voltages and the LED indications on each individual control cabinet. The vendor shall also submit a report to the Contracting Officer Representative (COR) within 5 days of functional test completion. Contractor shall conduct an operational test with eighty-hours of continuous operation of the SFL system in accordance with required specifications and manufacture’s recommendation. Contractor shall demonstrate to the Contracting Officer Representative that the system is working properly.
There are no solicitation documents; however, any vendors that believe they can meet the requirements described herein should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement. Information received will be considered solely for the purpose of determining whether competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government.
All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement.
