AFSC/PZABB intends to issue a five year requirements contract for the repair of ALQ-161 Band 5 Travelling Wave Tubes. The contract structure consists of a basic year followed by four one-year ordering periods, with each period requiring 18 major repairs and 2 minor repairs for specific part numbers. The solicitation is planned for release around May 20, 2016, under solicitation number FA8522-16-R-0023. The government proposes a sole source acquisition with L3 Communications Corporation, as they are identified as the only qualified source possessing the necessary internal drawings and technical data for these specialized repairs. While the intent is to negotiate with a single source, the agency will consider capability statements or proposals from other responsible sources submitted within the designated timeframe to determine if a competitive procurement is warranted.
