Repair of B-2 Submerged Pump, Fuel Pumping Element & Fuel Pump Unit

The United States Air Force, through the Air Force Sustainment Center at Tinker Air Force Base, Oklahoma, is seeking a contractor to perform the repair of B-2 submerged pumps, fuel pumping elements, and fuel pump units under a firm-fixed price indefinite delivery indefinite quantity contract with a three-year basic performance period. The contractor must provide all labor, facilities, equipment, and materials necessary to disassemble, clean, inspect, maintain, reassemble, test, and finish each item to return it to a fully serviceable condition in strict accordance with applicable technical orders, engineering specifications, and performance requirements. Repairs must result in defect-free deliverables, with 100% inspection compliance and adherence to military standards including MIL-STD-130 for permanent marking, Unique Item Identification using 2D matrix barcodes, and compliance with required government labeling forms such as DD1574, DD1577, and DD1575 for status identification. All repaired items must be delivered to the DLA Distribution Depot at Tinker AFB, and IUID data must be submitted to the DoD IUID Registry. Packaging and preservation must follow AFMC FORM 158, ensuring safe transport and storage without degradation. The contractor is responsible for providing and calibrating all Special Tools/Test Equipment with NIST traceability and must maintain a cybersecurity protection plan consistent with NIST SP 800-161 Rev. 1, including reporting any incidents to the Defense Industrial Base Cybersecurity Program within 72 hours. FOCI disclosures are mandatory via SF 328, and foreign ownership or involvement is prohibited without a valid National Interest Determination. Subcontractor engagements require prior notification to the Procuring Contracting Officer, and all personnel must be clearly identified as contractors in all communications.
