The Department of Defense's NAVSUP Weapon Systems Support office in Philadelphia plans to procure two units of a specific item identified by NSN 7R5841016504230 and part number FM300A381-0051, known as RDP, through a sole-source contract with Lockheed Martin Corporation. Lockheed Martin is the original equipment manufacturer and the only known supplier capable of providing support for this part, as the government lacks ownership or rights to the technical data necessary to source the item elsewhere. While all interested parties may submit capability statements or proposals within 45 days of the notice, the government intends to negotiate exclusively with Lockheed Martin under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302, citing no other supplies or services can meet the agency’s needs. This contract falls under NAICS code 334511, associated with Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and uses the procurement procedures outlined in FAR Part 15, rather than the commercial item acquisition procedures of FAR Part 12. No small business set-aside applies, and solicitation documents will be distributed electronically via NECO, with no telephone or hard copy requests accepted. Interested firms that are not currently approved sources for the material must submit a Source Approval Request, though this will not delay procurement. The point of contact for submitting qualifications or questions is Anna Kiessling, who can be reached by email.
