Repair of NSN: 5840015928995FD for UMTE System

This contract is a sole-source solicitation for repair services on six Radar Modulators, NSN 5840-01-592-8995 FD, with DRS TRAINING & CONTROL SYSTEMS, LLC (CAGE: 12339) as the exclusively qualified vendor. All potential offerors must be prequalified prior to award, and unapproved sources are required to submit a Source Approval Request package; however, the contracting officer retains the authority to proceed with award without delaying for qualification demonstrations. The contractor must maintain a current CMMC Level 2 (Self) certification for all systems handling Federal Contract Information or Controlled Unclassified Information, with these requirements flowing down to subcontractors. Performance is subject to stringent packaging and marking standards, including compliance with MIL-STD-2073-1 for packaging, MIL-STD-129 for marking, and MIL-STD-130 for Item Unique Identification using 2D matrix bar codes, all aligned with AFMC Form 158 and applicable Data Item Descriptions. Packaging must meet ISPM 15 for wood materials, with heat treatment at 56°C for 30 minutes, and hazardous materials must adhere to DOT 49 CFR, IATA, IMDG, and AFMAN 24-604. ESD-sensitive components require compliance with ANSI/ESD S20.20 and MIL-HDBK-773. The contractor must submit deliverables including a Repairable Item Inspection Report, Counterfeit Prevention Plan per SAE AS5553, and Engineering Change Proposals for any substitutions, while also providing timely updates to the CAVAF system. Shipping must use DD Form 1348-1A exclusively, with copies placed inside, outside, and retained by the contractor; DD Form 250 or 1149 are prohibited. Payment must be processed exclusively through Wide Area WorkFlow, using Cost Voucher, Invoice and Receiving Report, or Invoice 2in1. The contractor is prohibited from cannibalizing Government-owned equipment without prior written approval, must report any damage exceeding $500,000 within eight hours, and is obligated to respond to MICAP/SURGE notifications with a delivery schedule within five business days at no additional cost.
