The Naval Air Systems Command is awarding a sole source delivery order to Northrop Grumman Systems Corporation for a Repair of Repairable effort supporting the Department of the Navy Large Aircraft Infrared Countermeasures program. The scope of work involves the repair, calibration, support, and repackaging of unserviceable AN/AAQ-24 test assets to return them to serviceable condition. Key components included in this effort are the Control Indicator Unit, Signal Processor, Infrared Missile Warning Sensor, Advanced Threat Warning Sensor, Guardian Laser Tracker Assemblies, and the Multi-purpose End-to-End Optical Laser Stimulator. In addition to hardware repairs, the contract requires engineering services to upgrade, update, and enhance the software and hardware associated with the AN/AAQ-24 system. This award is being made on a sole source basis because Northrop Grumman is the original designer and manufacturer, and the government does not possess the proprietary technical data or drawings necessary to allow for competitive bidding. The work will be performed at the Northrop Grumman facility in Rolling Meadows, Illinois.

THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This U.S. industry comprises establishments primarily engaged in manufacturing search, detection, navigation, guidance, aeronautical, and nautical systems and instruments. Examples of products made by these establishments are aircraft instruments (except engine), flight recorders, navigational instruments and systems, radar systems and equipment, and sonar systems and equipment. The Naval Air Systems Command (NAVAIR) has a requirement for a Repair of Repairable (ROR) effort for the Department of the Navy Large Aircraft Infrared Countermeasures (DoN LAIRCM) program. NAVAIR plans to award a sole source delivery order under NAVAIR BOA N00019-15-G-0026 to Northrop Grumman Systems Corporation, Land and Avionics C4ISR Division, Rolling Meadows, IL. The requirement consists of supplies and services required to repair, support, calibrate, and repackage unserviceable AN/AAQ-24 DoN LAIRCM repairable test assets and return in working serviceable condition. The AN/AAQ-24 component repair/overhaul comprises the majority of the work load and shall be accomplished in accordance with the latest version of Northrop Grumman Systems Corporation, Land and Avionics C4ISR Division repair procedures, technical manuals, specifications, and/or instructions. The component Part Numbers (PN) and corresponding CAGE Codes (CC) are as follows: Control Indicator Unit (PN: 001-007678 & 001-008684, CC: 26916), Signal Processor (PN: 001-007722-2101/2102/2103/2104 & 001-008702-1001, CC: 26916), Infrared Missile Warning Sensor (PN: 001-008087-0005/0006, CC: 26916), Advanced Threat Warning Sensor (PN: 001-008690-0001/0003, CC: 26916), Guardian Laser Tracker Assembly (PN: 001-008065A0401 &001-008065A0402, CC: 26916), Guardian Laser Tracker Assembly JPAC (PN: 150-037357-0001, CC: 26916), and Multi-purpose End-to-End Optical Laser Stimulator (PN: 001-007747-401, CC: 26916). Engineering services are also required in order to upgrade, update, enhance, and correct software/hardware associated with the AN/AAQ-24. This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This effort is being awarded on a sole source basis to Northrop Grumman Systems Corporation, Land and Avionics C4ISR Division, in accordance with FAR 6.302-1 because Northrop Grumman Systems Corporation is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government lacks the drawings and technical data to permit competitive repair of the AN/AAQ-24 components listed above.
