The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into sole source negotiations for Repair of Repairable support for the AH-1Z and UH-1Y Harmonization Bench Connection Module (CMO), P/N B19757AA. The anticipated award will be a modification to existing contract N68335-10-C-0163 with Thales Avionics Group, located in France. Thales Avionics Group is the Original Equipment Manufacturer (OEM) of the Harmonization Bench Connection Module and they hold the proprietary rights to the data necessary to provide the proper repair. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all written responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information as a result of the notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm.
