Repair of Repairables (ROR) for the Automatic Wire Test Set (AWTS)

The Naval Air Warfare Center Aircraft Division located in Lakehurst, New Jersey, plans to negotiate a sole-source contract with Eclypse International Corporation of Corona, California, for Repair of Repairable (ROR) services related to the Automatic Wire Test Set (AWTS). This contract will be established under a Basic Ordering Agreement (BOA) and is expected to cover depot repair support for the AWTS over a one-year period, ensuring sustained full-rate production capability. The award will involve firm-fixed-price delivery orders, reflecting that Eclypse International, as the original equipment manufacturer, uniquely holds the technical knowledge and proprietary data necessary to perform these repair services effectively. The Government intends to proceed under a non-competitive authority, specifically citing legal provisions that allow for sole-source procurement due to the unique capabilities of the contractor. Although this announcement does not serve as a request for competitive proposals, any responses received within fifteen days of the notice’s publication will be reviewed to help determine if competition should be pursued. However, the Government reserves the right to maintain a non-competitive approach regardless of the responses.
