Repair of the E-3/C-130H Power Supply

Solicitation FD-2030-26-01861 is a firm fixed price, multi-year requirements contract for the repair of E-3/C-130H Power Supplies (NSN 6130-01-436-0627). The contract structure consists of a base period and five one-year options, with the scope encompassing disassembly, cleaning, inspection, maintenance, reassembly, testing, and finishing to return assets to a serviceable condition. Performance will take place in S Coffeyville, Oklahoma, and the Air Force will utilize Price Only source selection procedures. Award will be granted to the offeror with the lowest evaluated cost who meets all solicitation requirements, provided they are a Qualified SAR approved source with the necessary technical data, expertise, tools, and test equipment. The contractor is responsible for ensuring all repaired items maintain original form, fit, and function, validated through Special Test Equipment final acceptance tests and DCMA quality acceptance at the repair site. Compliance with ISO 9001:2015 and strict packaging and marking standards, including IUID and electrostatic discharge protections, is required. Security obligations include adhering to DFARS 252.204-7012 and NIST SP 800-171 for cybersecurity, as well as disclosing any Foreign Ownership, Control or Influence. Proposals are due by September 8, 2026, although the government has noted that funds are not presently available and no award will be made until they are.
