This contract involves the repair of the Signal Data Processor (NSN 5895-01-654-5633; P/N 700-00185-001) used in the UH-IN helicopter program, supporting the ongoing maintenance and operational readiness of the aircraft's Traffic Alert and Collision Avoidance System (TCAS). The repair services are to be performed directly by the original equipment manufacturer, Avidyne Corp, under a repair, maintenance, and overhaul (RMO) classification, specifically R3/Z, indicating repair for the second or subsequent time. The part is classified as a commercial off-the-shelf item, with the government holding only limited technical data, primarily the highest-level vendor control drawing, and does not possess detailed technical data or rights to technical information beyond what is necessary for repair. The contract emphasizes that acquiring additional technical data or rights would not be justified given the limited scope and the commercial nature of the item. The solicitation, posted by the Department of the Air Force at Robins AFB, Georgia, is open for responses until December 21, 2024, and involves work performed at Melbourne, Florida. The contract falls under NAICS code 811210, which pertains to electronic and precision equipment repair and maintenance. The primary points of contact are Gwendolyn Sealey and Andrew Harth, with communication facilitated via email and phone. The procurement aims to ensure the continued operational capability of the UH-IN helicopter's TCAS system by maintaining the Signal Data Processor through authorized OEM repair services, thereby supporting safety and mission readiness without requiring extensive technical data transfer or development.

This requirement is intended to repair of the Signal Data Processor (Previous Contract Number: FA8524-20-D-0010) (NSN 5895-01-654-5633; P/N 700- 00185-001) in support of the UH-IN helicopter program. The RMC/RMSC code is R3/Z: RMC R3 - Repair, for the second or subsequent time, directly from the actual manufacturer. RMSC Z. This part is a commercial/non-developmental/off-the-shelf item. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number apply. Item is Commercial Off the Shelf; Government does not possess technical data other than Highest level Vendor Item Control Drawing to show general specification for System Interface with Traffic Alert and Collision Avoidance System (TCAS) components. Product design is solely owned by OEM, Avidyne Corp (CAGE ISVC7) and part of complete UH-IN TCAS system installation. Government does not possess or own rights to technical information and data to solicit other than OEM repair source. Purchase of rights and technical data would far exceed UH- IN TCAS installation benefit to Government for repair of subject TAS605A signal data processor.

Repair of the Attitude Heading Reference System (AHRS) Applicable to the TH-1H Helicopter
Solicitation # FD20602700066
The Department of the Air Force is conducting a market survey via solicitation FD20602700066 to identify potential sources capable of repairing Attitude-Heading Gyroscopes (LCR-92 and LCR-100) for the TH-1H Helicopter. The government is seeking sources with the required repair data, capabilities, and experience to support these specific parts, which are manufactured by Northrop Grumman LITEF GMBH. A critical requirement for all respondents is the possession of existing access and proprietary authority to the Original Equipment Manufacturer technical data. Any replacement materials used during repair must equal or exceed the quality of the original parts. The intended procurement strategy is a five-year Firm Fixed Price contract consisting of a basic period and four ordering periods, with a planned period of performance from January 1, 2028, through December 31, 2033. While the action will not be a small business set-aside, both large and small businesses are encouraged to participate in this research. This current effort is a Request for Information and not a formal solicitation for proposals; therefore, no contract will be awarded based on the responses to this RFI. Interested parties should provide documentation supporting their capability to meet the requirements to the primary point of contact, Yashica Woods.
