The General Services Administration is issuing a notice of intent to award a sole source contract to The Estate of Sol LeWitt for the repainting of a wall mural located in the main hallway of the Springfield Courthouse in Springfield, Massachusetts. This procurement, identified by solicitation number GS-01P-10-BW-P-0013, is being conducted under FAR Subpart 6.302-1 because the Estate is the only responsible source capable of executing the work according to the original artist's specifications and instructions. The project requires the specialized skills of the Estate's authorized painting crew to ensure the artwork is restored accurately. Because the original mural was provided by Sol LeWitt, the GSA has determined that no other service provider possesses the unique ability required to satisfy the agency's requirements. Inquiries regarding this action are directed to Contract Specialist Susan Hetrick.

THIS IS A NOTICE OF INTENT: GSA is considering the award of a sole source contract to "The Estate of Sol LeWitt" in accordance with FAR Subpart 6.302-1, which is entitled "Only one responsible source and no ohter supplies or services will satisfy the agency requirement." The Estate of Sol LeWitt will be contacted to execute the re-painting of the wall mural in the main hallway at the Springfield Courthouse, 300 State St., Springfield, MA. The anticipated contract will include all required services for re-painting the artwork according to the Estate of Sol LeWitt's design based on the artist's original instructions. The original mural was provided by Sol LeWitt through full and open competition in 2007. The specialized painting of the artwork requires its being contracted through the Estate of Sol LeWitt because they were the original artists, and are the only existing source able to produce the work according to the artist's specifications. No other type of services will satisfy the US General Services Administration's requirements for the creation of this work. The Estate's authorized painting crew is the only team approved by the Estate to create the work because they have a unique ability to create the work that is not possessed by any other source. Any questions regarding this notice should be directed to Susan Hetrick, Contract Specialist, at 401-528-5462 or via e-mail at Susan.Hetrick@gsa.gov.
