The Marine Corps Base at Camp Lejeune, NC, intends to award a sole source contract to Delphi Automotive Systems, LLC for repair parts of the AVM2-PC Test Stand. This procurement is justified under FAR 6.302-1(b)(i) because the required parts are proprietary original equipment manufacturer (OEM) components that only Delphi can supply due to their patented and specialized nature. The detailed specifications, quality testing procedures, and factory parts are proprietary intellectual property of Delphi, making competition unnecessary and impractical. This notice is not a solicitation for competitive proposals, but interested parties may express their interest and capabilities by the specified deadline. The contract is identified under solicitation number M6700111Q0029 and falls under the NAICS code 333618. The Department of Defense's Commanding General is overseeing the contract management from the office located at Camp Lejeune, NC. Any interested respondents must submit their capability and interest no later than 12:00 p.m. on November 12, 2010, with contacts provided for submission via email or phone. The Government will consider responses solely to determine if a competitive procurement is warranted but is under no obligation to proceed with competition or reimburse costs related to proposal preparation.
