Full Description

The 319th Contracting Squadron, Grand Forks Air Force Base, intends to award a sole source, firm fixed price contract to Emerson. This procurement is required to install and integrate updates to hardware and software comprising the Cimplicity HMI system used to monitor and control the Power Plant at Cavalier Air Force Station, ND. This procurement is intended to be awarded as a sole source due to the control system construct currently in use to operate the Power Plant, being proprietary to the proposed vendor, Emerson (formerly General Electric). The technical support necessary to update/migrate the system only exists with Emerson. The generator control system comprises three generations of hardware & obsolete software integrated by Emerson's code. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(1), Soliciting From A Single Source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
