The contract is for the repair, service, upgrade, and overhaul of JetScan Engine Health Monitoring Systems (EHMS), which are diagnostic tools used to manage risks associated with F110 engine failures. Set for a five-year period starting around July 1, 2014, the contract includes maintenance for both U.S. and Foreign Military Sales (FMS) machines. Due to limited government technical data and qualifications, the contractor is responsible for providing qualified services without government oversight on contractor qualifications. The scope covers monthly service for an estimated 1,056 machine-month lots annually, networking of co-located machines to enable data sharing, and hardware/software upgrades including license installations on specified FMS units. The contract also includes provisions for handling unforeseen repairs outside the routine scope, such as those resulting from damage due to fire, flood, or shipping incidents. This acquisition is planned as a sole-source award to Optimized Systems and Solutions in accordance with federal regulations, specifically FAR 6.302, though other suppliers may express interest or submit proposals. The solicitation follows commercial item acquisition policies under Part 12 and includes export control requirements. Pricing must be in U.S. dollars, with offers submitted in English. The contract mandates adherence to unique item identification requirements if unit costs exceed $5,000. An ombudsman has been designated to confidentially receive and communicate concerns from potential offerors, without participating in proposal evaluations or source selections. The contract point of contact is Harold L. Taylor, reachable via phone or email.
