(CAGE: 82152). The work encompasses both Test, Teardown, and Evaluation (TT&E) and potential full repair to restore the gearbox to like-new, serviceable condition, with deliverables requiring compliance with all performance standards of a new item as defined by the latest Specification Control Drawing and Acceptance Test Plan in the Repair Data List. The contract is structured as a firm fixed-price arrangement with two distinct line items: CLIN 0001 for TT&E and CLIN 0002 for repair, where the repair quote must be submitted and definitized by the DCMA ACO only after TT&E completion. Pricing for data deliverables including Commercial Asset Visibility Air Force Reporting, Repairable Item Inspection Reports, Counterfeit Protection Program data, and Engineering Change Proposals are not separately priced but bundled into the repair CLIN costs. Performance must occur at the manufacturer’s facility with delivery destined to DLA Distribution Barstow, under a 210-day ARO schedule, with early and partial shipments permitted, and F.O.B. origin terms applying. Contractor compliance is mandatory across multiple regulatory and operational domains. All offerors must be prequalified under RFO 9.202(a), and unapproved sources must submit a Source Approval Request with no delay to award for qualification review. Cybersecurity requirements include a current CMMC Level 2 certification for any system handling FCI or CUI, aligned with NIST SP 800-171 assessment mandates and enforced through specific clauses. The contractor must be fully registered in SAM.gov with current representations and certifications including compliance with safeguarding covered defense information, prohibition on acquisition of covered telecommunications equipment, and foreign ownership disclosure. Packaging and marking must adhere strictly to MIL-STD-2073-1, MIL-STD-129, AFMC Form 158, and ANSI/ESD standards, with wood packaging compliant with international invasive species restrictions. Deliverables require IUID registration via the IUID Registry and use of the Wide Area Workflow system for payment submission, supported by mandatory reporting through CDRLs for asset visibility, repair data, and failure analysis.
