The United States Air Force plans to issue a firm-fixed price contract for the repair of Taxiway Alpha at Morón Air Base in Spain, with an estimated contract value between $1 million and $5 million. The solicitation, set to be available on the Federal Business Opportunity website on or after February 17, 2014, will select the contractor based on a Lowest Price Technically Acceptable evaluation combined with acceptable past performance to ensure best value. The project scope encompasses comprehensive repair and rehabilitation of Taxiway Alpha's rigid pavement, including removal and replacement of concrete slabs and subbase materials, installation of expansion joints, curing processes, and application of airfield markings. Additionally, the scope includes repair of adjacent flexible pavement shoulders meeting Spanish regulations, installation and later removal of temporary airfield fixtures, and final site cleanup with delivery of as-built drawings. Due to budget uncertainties linked to the Budget Control Act of 2011, funds may not be immediately available and the government reserves the right to cancel bids accordingly. The contract requires compliance with Spanish law, meaning only companies authorized under Spanish legislation and normally resident and licensed to conduct business in Spain will be eligible to compete, with mandatory use of Spanish labor, materials, and equipment where permitted. Bidders and subcontractors must hold valid certification from the Spanish Ministry of Economy and Finance for specific contractor classifications. The contract performance period is roughly one year and includes allowances for inclement weather. Prospective contractors must be registered in the U.S. System for Award Management (SAM), possessing a DUNS number and NATO Commercial and Government Entity (NCAGE) Code. The U.S. Army Corps of Engineers, Kansas City District, is soliciting design-build construction services for the installation of access manholes at the Fairfax-Jersey Creek Levee Unit on the Missouri River in Kansas City, Kansas. The project involves designing and constructing manholes, estimated to be between 10 and 25 feet deep, to facilitate the video inspection of approximately 27,000 feet of existing perforated corrugated metal through-seepage collector pipe.
