Repairs and Voids Contractor Framework

Livv Housing Group is establishing a contractor framework to support responsive repairs, maintenance, and void property works for approximately 13,000 homes located in the Liverpool City Region and the broader North West of England. The framework is structured into two primary workstreams: Repairs, covering occupied properties across Lots 1 to 16, and Voids, covering empty properties across Lots 17 to 32. The total estimated value of the framework is 41,640,000 GBP including VAT, with an expected term running from December 7, 2026, to December 6, 2030. The contract will utilize the JTC Measured Term Contract form, and work will be assigned via call-off contracts. The scope of work encompasses a wide array of trades, including general building, joinery, gas, plumbing, electrical, air source heat pumps, drainage, and flooring, among others. Award criteria are weighted by quality and cost, with Repairs lots evaluated at 60 percent quality and 40 percent cost, while Voids lots are split equally at 50 percent each. Contractors must adhere to third-party technical and accreditation standards for specialized installations and comply with the Hazards in Social Housing (Prescribed Requirements) (England) Regulations 2025. The procurement process is subject to the Government Procurement Agreement and the Transfer of Undertakings (Protection of Employment) Regulations 2006.
