  Contract Award: It is the intent of the Iowa DOT to award the contract to the responsible contractor whose submitted quote is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Other factors may also include a comprehensive review of bidders past work performance, and work capacity.   A Bid Bond is not required for this solicitation. The Awarded vendor will be required to provide a Performance Bond as indicated on Attribute #4. 
  Overview: The Iowa DOT is seeking competitive bids for the removal and replacement of the existing building at the Victor West Bound Rest Area as per the attached drawings and specifications. Contractor to properly dispose of all materials from existing building and to maintain the safety of the site, including traffic control, during the demolition of existing building and construction of new building.    Estimated Start Date: October 17, 2024. (Start date to be coordinated with the DOT Project Manager. This is the estimated start date after all required documents are received (i.e., insurance, performance bond and vendor signed contract)   Substantial Completion Date: December 15, 2025 (This includes resolution to all punch list items, inspections and DOT acceptance typically used in constructions bids).   See Attribute #12 for Liquidated Damages Requirements.  
Communication: Until a contract is awarded the sole point of contact for the solicitation is the Purchasing Agent identified in the solicitation. All questions must be directed solely to the Purchasing Agent listed in the bid opportunity. We encourage vendor to upload all questions on or before the question cut off due date and time in ION wave. Responses to questions will be communicated out to vendors via DOT’s ION wave bid system.   Site Visits: A site visit is recommended. To schedule a site visit please email Teri Schulz at contact@example.gov with the requested date and time for the visit. Please give a 24-hour notice in advance of the requested date. Any questions that arise during the site visit must be emailed to Teri or submitted on the Questions Tab in the solicitation.   Bid Responses shall be submitted within DOT’s ION wave Bid System or signed and prepared in ink or typewritten in the solicitation documents provided. Pre-Bid Meeting:  The purpose of the Pre-Bid meeting is to discuss with prospective Bidders the work to be performed and allow prospective Bidders an opportunity to ask questions regarding the RFB. Verbal discussions at the Pre-Bid conference shall not be considered part of the RFB unless confirmed in writing by the Iowa DOT and incorporated into this RFB. The conference may be recorded. Questions asked at the conference that cannot be adequately answered during the conference may be deferred.
