Replace intercommunication system

The United States Government, through the U.S. Embassy Jerusalem under the Department of State, is soliciting bids to replace existing intercommunication systems at all 20 consular windows, along with the paging systems for the interior and exterior general consular waiting areas. The contractor must supply, install, remove, test, and commission a fully operational two-way audio system at each window, ensuring clear voice amplification for both consular staff and applicants without requiring raised voices. The project includes providing and installing microphones, speakers, control units, and associated wiring, with all work performed in stages to avoid operational disruption. The new system must comply with IEC 60268-16 for speech intelligibility, requiring a minimum STI rating of 0.60, and adhere to ANSI/AVIXA 1M and West Penn cable specifications. All equipment must be clearly labeled with manufacturer, model, and serial number, and all cables must be marked in accordance with EIA standards using wrap-around identifiers. A detailed performance schedule, product data sheets, shop drawings, as-built documentation, and operation and maintenance manuals are required deliverables, alongside training for government personnel. The contract mandates strict compliance with U.S. Government security protocols, including the submission and pre-approval of all personnel biographic data and police clearances, prohibition of personal electronic devices on-site, and mandatory use of official identification badges issued by the Regional Security Office. All contractor personnel must be English-speaking, with a dedicated project manager and on-site supervisor present throughout work hours; subcontractor use requires prior written consent. Work is restricted to non-disruptive hours, with no power tools, noise, or equipment storage permitted during consular operations, and all materials must be removed daily. The government provides only electrical power; all other resources are the contractor’s responsibility. The contract includes clauses requiring adherence to FAR provisions on commercial items, cybersecurity prohibitions on certain telecommunications equipment, workers’ compensation insurance, and unique provisions for overseas posts, including the flow-down of confidentiality obligations and full ownership of all work product by the U.S. Government. Proposals must demonstrate technical capability, financial resources, past performance on similar projects, manufacturer certifications for equipment, local licensing, and full compliance with all security and reporting requirements, with no award anticipated prior to the July 15, 2026 submission deadline.
