Replace interior lighting at B-4400 with energy efficient LED lighting.

NASA Shared Services Center is procuring a sole-source contract under FAR 13.106-1(b)(1)(i) to replace interior lighting in Building B-4400 at the Stennis Space Center with energy-efficient LED lighting, selecting Mississippi Power Co. as the exclusive provider due to its unique capability to perform this specific work. The contract is a firm-fixed-price acquisition governed by FAR Parts 12 and 13 for commercial items, with performance limited to the designated facility and a 90-day period of performance beginning after award. The scope includes full design, installation, commissioning, training, and closeout, requiring compliance with NASA, NFPA, OSHA, IBC, IEEE, EPA, UFGS, and CSI standards. Key deliverables include photometric drawings, lighting schedules, one-line diagrams, energy savings and life cycle cost analyses, a safety plan, preliminary environmental survey, commissioning plan, training materials, as-built documentation, and operations and maintenance manuals—all to be submitted in AutoCAD, UFGS, or CSI formats. The contractor must employ a licensed Professional Electrical Engineer registered in Mississippi as the Designer of Record, adhere to strict site access protocols including badging through the SSC Reception Center, conduct bi-weekly status meetings, and submit weekly reports and post-kickoff summaries within 72 hours. All work must occur without disrupting facility operations, with the contractor assuming full liability for design flaws, construction risks, delays, and damage to adjacent structures without entitlement to cost reimbursement. The project must meet verified lighting performance benchmarks under normal and emergency conditions, and final acceptance occurs on-site following successful commissioning and submission of all closeout items. Submissions of capabilities must be sent in writing by April 30, 2026, to Sara Jusino-Terry at NASA, with oral communications prohibited. The NASA Clause 1852.215-84 Ombudsman is applicable, and no competitive bidding will be conducted.
