The Department of Veterans Affairs, through its Network Contracting Office 21, is initiating market research for the modernization of Building Automation Systems at outlying Community-Based Outpatient Clinics in Guam and American Samoa under Solicitation Number 36C26126R0040. This effort is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 236220, with a size standard of $45 million in annual receipts. The system must integrate securely with VA Network infrastructure, operate entirely on-premises with no cloud connectivity, and enable remote monitoring and alarm notifications from Honolulu, Hawaii, via authorized VA network access. Key deliverables include as-built drawings, network configurations, point lists, O&M manuals, and web-based dashboards for trend logging and system visualization across 75–85 monitored points per site. The procurement is currently in the pre-solicitation phase, with the formal Request for Proposal (RFP) anticipated for release in April 2026 and responses due by August 28, 2026. No pricing, contract value, or detailed evaluation factors are provided at this stage, as the notice is purely for market research. The final RFP will define delivery timelines, payment procedures, inspection criteria, and award methodology, with compliance mandated under applicable FAR and VA cybersecurity standards, and no cloud services or external hosting permitted.
