The National Oceanic and Atmospheric Administration’s National Weather Service Radar Operations Center is conducting market research through a Request for Information to identify potential replacements for the obsolete X14 Frequency Multiplier used in the WSR-88D NEXRAD radar system. This action is strictly for planning purposes and does not constitute a solicitation, nor does it obligate the government to award a contract or pay for any information submitted. Respondents must provide technical and company information, including a capability statement, technical approach, manufacturing details, testing protocols, and market feedback, with the main response limited to two pages, excluding attachments such as drawings, datasheets, or white papers. All submissions must be emailed to the designated point of contact by the deadline of May 21, 2026, with a specific subject line format, and no alternative submission methods are accepted. The X14 Multiplier is a critical component with stringent electrical, mechanical, and environmental requirements, including a +15 VDC input, +805.6874 MHz output, phase noise ≤30 dB, VSWR ≤1.5:1, and operation across a -40°C to +85°C temperature range. It must adhere to MIL-STD-130 for item marking and use 6061 aluminum alloy with SAE-AMS-2404G Class 4, Grade B nickel plating for corrosion resistance. The unit must replicate the original form, fit, and function with no tuning screws and meet a minimum MTBF of 50,000 hours. First article qualification requires ROC and National Reconditioning Center review and acceptance. All responses become government property, and proprietary information must be clearly marked to be held in confidence. Respondents are required to provide their Unique Entity Identifier and CAGE code, and must self-certify their size status under NAICS code 334419, along with any applicable socioeconomic designation such as small business, SDB, WOSB, SDVOSB, or HUBZone status. No contract value, pricing, or delivery schedule is specified, as this is solely an information-gathering effort prior to any potential future procurement.
