Replacement Notification System

This contract seeks a vendor to provide a comprehensive, web-based replacement notification system hosted in a FedRAMP Moderate or higher certified environment, enabling secure, encrypted access from approved devices. The system must support ATF's Certification and Accreditation process in alignment with NIST and ATF security lifecycle standards, ensuring robust security, redundancy, and failover capabilities across geographically dispersed infrastructure. It must authenticate users with government-issued credentials, handle simultaneous access for at least 75 users, and enforce customizable user privilege matrices that support multi-departmental data segregation and control. The notification system must support multi-modal communications, including landline and mobile voice calls, SMS, MMS, email, VoIP, and social media integration, with advanced features such as call throttling, prioritized notifications, and customizable caller ID. It must facilitate message creation, scheduling, two-way polling, and detailed real-time reporting, while complying with Section 508 and ADA standards. The system will manage at least two secure, daily-updated databases containing ATF employee and Federal Firearms Licensee data, with robust import/export and error-checking capabilities. Additionally, it must include GIS mapping functions for precise geographic targeting and integrate with FEMA’s IPAWS for emergency alert dissemination. The contract covers a five-year period with initial training, continuous technical support, and clearly defined pricing structures including options for unlimited usage packages and transparent maintenance plans.
