Replacement of Consular Intercom

The U.S. Government, through the U.S. Embassy Tbilisi, has awarded a firm fixed price contract to RTS Solutionz Inc. for the replacement of intercommunication systems at nine consular windows within the embassy’s consulate facility in Tbilisi, Georgia. The work includes the complete removal of existing equipment and the installation of new two-way communication systems, comprising microphones, speakers, and control units at each window to enable clear audio communication between consular staff and applicants. The contract value is set at $135,000 USD as a single lump-sum line item, with a strict 30-calendar-day performance period from the date of award. All work must be performed on-site at 29 Georgian American Friendship Avenue, Tbilisi, and must comply with technical standards such as ANSI/AVIXA A102.01:2022 and IEC 60268-16, with a minimum Speech Transmission Index of 0.60 required in 25% of sampled locations, along with a 55 dB signal-to-noise ratio and 1% total harmonic distortion. The contract follows a Lowest Price Technically Acceptable (LPTA) evaluation method, where price is the primary factor, but all offers must satisfy mandatory technical and responsibility requirements including adequate financial resources, necessary experience, equipment, and a record of ethical business conduct. Offerors must comply with numerous FAR clauses, including those governing commercial items, telecommunications equipment restrictions under NDAA Section 889, small business representation, and cybersecurity measures related to covered telecommunications products. Contractors must designate English-speaking project and site management personnel, maintain daily site cleanliness, remove equipment at the end of each workday, submit detailed documentation including approved wiring diagrams in PDF and DWG formats, and ensure all equipment is properly labeled per EIA standards with manufacturer, model, and serial numbers recorded. All work products and records become the exclusive property of the U.S. Government, with strict confidentiality and non-disclosure obligations lasting indefinitely. Invoices must be emailed to TbilisiFMOVouchreing@state.gov, and payment will be processed by the Embassy’s financial office. The contract imposes no options or extensions and requires full compliance with both U.S. federal regulations and local Georgian codes including IBC, IFC, NEC, and OSHA standards.
