The Naval Criminal Investigative Services (NCIS) intends to award a sole source contract to Smiths Detection, based in Morristown, New Jersey, for the replacement and repair of the Pallet X-Ray unit in the Russell-Knox Building. Smiths Detection is the original equipment manufacturer and the only certified provider authorized to perform installation, testing, software updates, repairs, and regeneration of the X-ray system's computer (CPU). This is critical to ensure the unit can be fully operational, especially during periods of heightened security threat levels. The need for the contract arises because the existing Pallet X-Ray machine requires CPU repairs, and since Smiths Detection is the only company with the certified expertise and proprietary software access, no other vendors or resellers can fulfill this requirement. The contract includes multiple line items comprising the cost of the HiTraX-II electronic media bay, shipping and handling, travel time, field repairs, per diem, miscellaneous travel expenses, and ground travel related to the repair effort. Since the service department is located out-of-state, travel and miscellaneous costs are accounted for in the pricing. This sole source award ensures the government acquires the specialized repair and service capability directly from the original equipment manufacturer to maintain security screening readiness. All inquiries and communications regarding the contract are directed to the designated NCIS contract specialist via email.
