This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO FAR part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.


Solicitation number W911QY-26-R-TROPICAL is issued as a Request for Proposals (RFP) for the analysis and recommended replacement for the Tropical Wind Tunnel wind fan motor located in Building 2 of Natick Soldier Systems Center (NSSC) in Natick, MA 01760.


This acquisition is 100% SMALL BUSINESS SET-ASIDE. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

DESCRIPTION OF REQUIREMENT:


The Contractor shall provide all labor, materials, and equipment necessary to complete all work requirements as outlined in the Statement of Work, Attachment 1, by completeing an analysis of the current equipment and recommending a replacement for the Tropical Wind Tunnel wind fan motor. 


SUBMISSION REQUIREMENTS:


The contractor shall submit the following:


1. Technical Proposal: Outlining the contractor's ability to meet all requirements within the Statement of Work, Attachment 1.

EVALUATION:


Proposals will be evaluated in accordance with (IAW) RFO FAR 15.103-2 Lowest Price Technically Acceptable. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation has the lowest dollar value while conforming to the technical requirements.


The following factors will be used to evaluate offers:


  1. Technical capability of the proposal offered to meet Government requirements and adresses all areas of the Statement of Work (SOW).
  2. Price: The Excel file labeled "Price Breakdown W911QY26RTROPICAL", Attachment 2, shall be utilized in submissions. Services shall be priced with quantities and unit prices. A total price shall be included that details all services purchased including shipping materials and labor categories. 
  3. Past Performance: Offerors must submit two relevant/recent past performance credible sources. The government will evaluate potential offerors’ recent/relevant past performance to determine whether the offeror demonstrates a reasonable expectation of successful performance of the solicited requirement.
