AI Contract Overview
The Alpena Combat Readiness Training Center is conducting market research to identify capable sources for a turnkey replacement of its obsolete Onity magnetic stripe lock system with a new Onity Trillium RFID lock system across approximately 103 facilities. The requirement mandates the use of Onity-branded products due to proprietary compatibility with existing door preparations, including mortise and cylindrical cuts, which would otherwise necessitate costly door replacements or the use of less secure adapter brackets if non-Onity alternatives were employed. The scope includes the supply and installation of approximately 1,100 Onity Trillium RFID locks—left and right mortise and cylindrical models—along with 110 panic push bar assemblies, 13 RFID wall readers with power supplies and controllers, 10,000 dual-tech RFID-HICO key cards, two OnPortal front desk encoding systems with software, four portable Windows-based programming tablets, two RFID card encoders, four complete tool kits, and two operating manuals. All components must be corrosion-treated and equipped with weather protection kits for outdoor use, operate within a temperature range of 32°F to 110°F, and function independently of the Air Force Network in an air-gapped environment. The contractor must provide comprehensive installation services, full user and maintenance certification training, and a minimum two-year warranty covering all parts and labor, including software licensing for all locks. Offerors must demonstrate their ability to deliver the complete solution as an authorized Onity dealer, providing evidence of current authorization, business size certification, CAGE and Unique Entity ID, and past performance on similar government or commercial projects. The solicitation is designated as a Total Small Business Set-Aside under FAR 19.5, restricting eligibility to small businesses. Responses must include a capability statement submitted via email to the Contracting Officer no later than May 8, 2026, at 11:00 AM Eastern Time, and must confirm compliance with all regulatory standards including FCC, IC, WEEE, RoHS, and REACH. All delivery, installation, training, and maintenance activities must occur at the Alpena CRTC in Michigan, including the Grayling ATG Gunnery Range. This is strictly a sources-sought notice for market research purposes; no contract will be awarded from this notice, no funds are currently available, and the government will not compensate respondents for the information provided. Full Description
THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. SHOULD THE GOVERNMENT SOLICIT QUOTES FOR THIS REQUIREMENT, IT WILL BE POSTED AS A SEPARATE NOTICE.
The Alpena Combat Readiness Training Center (CRTC) of the Michigan Air National Guard is seeking information on capable and interested sources to provide a turnkey solution to replace existing Onity magnetic stripe locks with new Onity Trillium RFID locks, to include any operating components.
The intent is to solicit the requirement supported by a brand name justification based on the following:
Onity brand locks are required to maintain continuity throughout the Onity Lock System currently utilized by Alpena CRTC. No other company offers locks that will fit the present Onity Lock mounting template on existing doors other than Onity. Replacement Onity locks are the only lock that will accommodate lock holes in present metal and wood doors. Other locks would require door replacement and custom drilling by any other vendor, which would significantly increase, and possibly duplicate cost to the government. Alternatively, mounting bracket adapters may be available for additional costs to the government, and may decrease security capabilities of the doors.
Should an alternative solution meet the government's requirements, it may be considered.
