Intent to Award Sole/Single Source - USAFSAM/OE Alpha Beta Gas Counter
Solicitation # IASS-AFRL-RMZB-2026-0052
The Air Force Research Laboratory Enterprise Strategies and Initiatives Contracting Division intends to award a firm fixed-price sole source purchase order to Gamma Products, Inc. for one new automated Heavily Shielded Ultra-Low Background Gas Flow Alpha Beta Gas Counter, model G5020/100T. This procurement, identified by solicitation number IASS-AFRL-RMZB-2026-0052, is intended to replace an existing system at the end of its service life at Wright-Patterson Air Force Base in Ohio. The acquisition is justified as a single source because Gamma Products, Inc. is the only vendor capable of providing the specific model required to maintain standardization with existing training and standard operating procedures. The technical requirements specify a system featuring four inches of lead shielding in all directions, a 100-sample automated changer, and compatibility with standard P-10 counting gas. The system must include a computer running Windows 10 or 11 with native operating software capable of automatic HV plateau generation and basic control chart QA reporting. The scope of work also includes the trade-in, pickup, and removal of the older unit. While the government is proceeding with a sole source award under NAICS code 334519, authorized distributors or responsible sources may submit capability statements or exceptions to the intent to purchase by September 15, 2026.

The National Oceanic and Atmospheric Administration’s Eastern Acquisition Division-Kansas City plans to award a sole-source purchase order to Vaisala for replacement RS41-SGP radiosondes to be delivered to the National Logistics Support Center in Grandview, Missouri. This procurement is justified under FAR 6.103-1 due to Vaisala being the exclusive manufacturer of the RS41-SGP model, which is uniquely required at the Barrow, Alaska upper-air observing site. This site remains the only NWS location still using the full-featured RS41-SGP, which includes a pressure sensor critical for accurate atmospheric measurements. The site's operational requirements are further intensified by its collaboration with the Department of Energy, which launches radiosondes four times daily at 00Z, 06Z, 12Z, and 18Z, mandating the use of this specific model to ensure data continuity. Without these radiosondes, weather balloon launches at Barrow would cease, disrupting vital atmospheric data inputs that drive weather forecasting models across the contiguous United States and compromising the National Weather Service’s ability to protect life and property. The radiosondes collect essential atmospheric variables including temperature, humidity, pressure, and wind profiles at multiple altitudes, serving as a critical upstream data source for national weather models. The RS41-SGP is form, fit, and function compatible with existing systems at the site, ensuring seamless integration without operational disruption. This pre-solicitation notice, issued under solicitation number 142082-26-0313 and posted on May 27, 2026, is not a call for competitive bids and no solicitation package is available. Interested parties may submit substantiating documentation or requests for additional information in writing by June 15, 2026, to the Contract Specialist at abigail.green@noaa.gov, but oral communications will not be considered. The government retains full discretion to determine whether to proceed without competition, and failure to respond will not affect the planned sole-source award. The NAICS code for this requirement is 334519, and the performance location is in Grandview, Missouri.

General Info

NOAA will sole source Vaisala RS41-SGP radiosondes for Barrow, Alaska weather forecasting.

Full Description

The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office, Eastern Acquisition Division-Kansas City intends to negotiate and award a purchase order, on a sole source basis, under authority of RFO FAR 6.103-1, with Vaisala for replacement radiosondes (p/n RS41-SGP) to be delivered to the National Logistics Support Center in Grandview, MO.

The sole source determination is based on NOAA’s Sole Source Justification. The RS41-SGP has been utilized since the inception of Automatic Radiosonde Observing Systems (AROS) into the National Weather Service (NWS). While the remaining NWS AROS sites have since transitioned to the RS41-SG model, which lacks a pressure sensor, the Barrow, AK site has remained a SGP site. This decision is based on the site's critical need for surface pressure data, as well as its collaboration with the Department of Energy (DOE). The DOE launches radiosondes at 00Z, 06Z, 12Z, and 18Z, whereas the NWS only operates at 00Z and 12Z. The DOE mandates that the radiosondes launched during these times be the RS41-SGP Vaisala model. This equipment will consistently fulfill all necessary requirements and maintain high standards for accuracy and reliability. This radiosonde will continue to meet all necessary requirements and be form/fit/function of the current configuration, allowing for continued mission critical data collection as the entry point into the northern tier of the United States. Without the radiosondes, weather balloons will no longer be able to be launched at this facility which would affect the weather prediction data in this region of the country. Without the weather data, weather models will begin to lose accuracy and impede the NWS mission of protecting life and property.

Vaisala is the only manufacturer of the RS41-SGP Radiosonde. This order will supply the Barrow, AK upper air observing site, a critical upstream data location which drives a majority of CONUS weather. Radiosondes are instruments on weather balloons that collect critical atmospheric variables, including temperature, humidity, pressure, and winds at various altitudes, which are essential for weather forecasts and weather models.

This pre-solicitation notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government’s requirements may submit substantiating documentation or a request for additional information in writing to the (Contract Specialist) within 15 days after publication of this pre-solicitation notice. Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this pre-solicitation notice.
