AI Contract Overview

The Hudson River – Black River Regulating District is seeking submissions of Statements of Qualifications (SOQ) from professional engineering firms to maintain an updated pool of qualified consultants for potential future projects related to dam safety, structural assessments, environmental compliance, and construction services for concrete and earthen dams, spillways, outlet structures, and reservoirs. This process does not guarantee contract awards but aims to identify the most qualified firms for project-specific needs. Firms may update previous submissions with new information rather than resubmitting entirely. The SOQ should demonstrate expertise in areas such as safety inspections, engineering evaluations, regulatory compliance, hydrologic and hydraulic analyses, geotechnical assessments, remediation, design, surveying, and construction oversight, with a submission deadline of May 17, 2024. In the event that the district requires engineering or surveying services, it will evaluate the submitted SOQs to shortlist at least three highly qualified firms based on established criteria. The district will then negotiate contracts starting with the most qualified firm, proceeding down the list if negotiations are unsuccessful, until an agreement is reached. The process emphasizes fair and reasonable fees aligned with state regulations, and unsuccessful negotiations with all shortlisted firms may lead to further solicitation of additional firms. This qualification process is governed by New York State laws on lobbying and vendor responsibility, requiring firms to submit specific documentation and adhere to strict contact protocols. The contract size ranges from $50,000 to $200,000, with no set-aside preferences or subcontracting goals, and the district’s office is located in Albany, NY.
