In order for your submission to be considered eligible, you must complete the following: 1. The sealed proposal must be submitted online at https://pennbid.bonfirehub.com/. 2. The proposal be signed by an authorized contracting agent of your company. 3. The proposal be submitted via Pennbid no later than 3:00 PM on Monday, October 20, 2026. 4. The proposal must contain ALL of the required paperwork and attachments to be deemed complete. Refer to the checklist that follows to assist you in your submission. 5. All forms in the checklist must be submitted in Pennbid with your bid package or your bid may be automatically rejected. 6. Bidders must submit bids for both Options A and Options B.

Bids will not be accepted if submitted in person, bids can only be submitted online at https://pennbid.com The County will receive sealed bids online at no later than 3:00 PM on Monday, October 19, 2026. Bids will be opened on Tuesday, October 20, 2026 during the 10:00 AM regularly scheduled meeting of the Lawrence County Board of County Commissioners.

All questions must be received no later than 3:00 PM on Thursday, October 1, 2026. RSW WILL ACCEPT NO QUESTIONS AND WILL PROVIDE NO ANSWERS VIA TELEPHONE OR IN PERSON (other than the pre-conference meeting). Clarifications and Responses to questions that create a change to the specifications will be posted on PennBid and notification via Public Notice sent to Bidders who have registered with and downloaded documents from PennBid. Verifications and responses will be sent by the close of business on Monday, October 5 25, 2026. All responses will be considered addendums to the bid document.
