The U.S. Army Corps of Engineers, Charleston District, is exploring potential enhancements to its acquisition strategy in order to better reflect current construction market conditions. One concept under consideration is the incorporation of a tiered approach to evaluating past performance submissions, particularly with regard to project age and value. An example of this proposed methodology is as follows: For a $10 million project: Projects completed within the past 0'3 years: Minimum project value of $9,000,000 Projects completed within 3'5 years: Minimum project value of $8,000,000 Projects completed within 5'10 years: Minimum project value of $7,000,000 Before implementing this approach, we are seeking input from industry partners to determine whether this method would be beneficial and appropriate. Specifically, we welcome your feedback on: The effectiveness of this tiered value structure in capturing relevant past performance Any concerns or limitations you foresee with this approach Alternative recommendations or methodologies you believe would better account for market dynamics while ensuring relevance and comparability of past performance Your insights are highly valuable to us as we strive to improve our acquisition processes. Please provide your comments by 11 August 2025 at 1PM via email to michael.s.stiltner@usace.army.mil and addison.g.layfield@usace.army.mil.
