Solicitation # 70FB70Water
The Department of Homeland Security, through the Federal Emergency Management Agency (FEMA) Logistics Management Division, has issued a Request for Information (RFI) to identify and assess industry capabilities for an Indefinite Delivery, Indefinite Quantity (IDIQ) water recompete. The agency is seeking sources capable of providing bottled, canned, and extended shelf-life water (10-year shelf life) to support emergency response and steady-state operations both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). This market research effort focuses on understanding vendor production, storage, transportation, and delivery capabilities, specifically requesting data on maximum delivery quantities within the first 24 hours, from day 2 through 14, and sustainable delivery rates after day 14. This RFI is designated as a total Small Business Set Aside under NAICS code 312112 for the bottled water manufacturing industry. Interested respondents must submit their capabilities electronically to the Contracting Officer and Contract Specialist by 11:00 am ET on November 4, 2026, ensuring all water counts are provided in liters. Submissions are limited to 15 pages, including a cover page with company details and a response section not exceeding 10 pages. As this is an information-gathering exercise per FAR 15.101(e), responses do not constitute formal offers and the government is not committed to a specific acquisition approach at this time.
