Supplement for Egg Products
Solicitation # 12-3J14-Notice-26-024
The USDA Agricultural Marketing Service (AMS) has issued a special notice and supplement for the procurement of egg products, including whole eggs, hard-boiled eggs, all-purpose egg mix, and frozen scrambled egg patties. This procurement is governed by the Federal Purchase Program Specification (FPPS) and the AMS Master Invitation for Bids Domestic Programs (MIFB-D). A critical update to this program is the mandatory transition to AMS Quality Assessment Division (QAD) audit-based acceptance services (Option B) effective January 2027, replacing previous grading-based monitoring. All costs associated with AMS representative services, including audits and supervision, are the responsibility of the contractor. To become eligible for bidding, contractors must submit a technical proposal in a non-PDF format, such as Microsoft Word, following the specific templates provided in Exhibits A through D. This proposal must document a comprehensive quality control program covering processing, packaging, and labeling. Additionally, contractors must provide a five-pound product sample—except for bulk liquid whole eggs—which must include detailed labeling of ingredients, nutrition facts, and allergen declarations. Eligibility is determined through a technical review by the Standards and Specification Division (SSD), approval of product samples, and a pre-bid onsite capability assessment audit by the QAD, which evaluates food defense plans, production compliance, and quality records.

Solicitation # 12-3J14-Notice-26-023
The United States Department of Agriculture's Agricultural Marketing Service is soliciting the procurement of whole egg products under the Federal Purchase Program Specification for Whole Eggs, effective October 2026. This solicitation, identified as 12-3J14-Notice-26-023, covers three primary deliverables: bulk liquid whole eggs shipped in 48,000-pound insulated tankers, and frozen homogenized whole eggs with color stabilizer packaged in either two-pound or five-pound pitcher-pour polyethylene-coated paperboard cartons. All products must be produced in the United States within an FSIS official plant and adhere to strict microbiological standards, including negative results for Salmonella and specific limits for standard plate and coliform counts. The contract is governed by the AMS Master Invitation for Bids Domestic Commodity Procurements and incorporates Quality Assessment Division policies and regulations under 9 CFR 590 and 592. Key requirements include the use of FDA-approved, tamper-evident packaging and the provision of a Certificate of Conformance for each delivery. Packaging must comply with National Motor Freight and FSIS regulations, specifically prohibiting the use of steel or wire straps and staples for final closures. Quality acceptance is tied to laboratory analysis of samples submitted to the USDA AMS laboratory, with specific temperature requirements for both shipping and destination arrival to ensure product integrity.

REQUEST FOR INFORMATION - NATIONAL CONTRACTS - CONUS Introduction DLA Troop Support has started a National Contracts Program and has issued solicitations with the intent of awarding Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to various suppliers for specific products to be distributed by OCONUS Subsistence Prime Vendors. Only one contract will be issued for a particular product line (i.e., chicken, beef, canned vegetables), and all OCONUS Subsistence Prime Vendors will be required to order the items listed in the contracts from the contract awardees and at the prices set in these contracts. DLA Troop Support is looking to expand this program to include CONUS Subsistence Prime Vendors as well. The intent of these contracts is to obtain the lowest prices for these items by enhancing competition, leveraging buying power and offering guaranteed minimums while still providing DLA Troop Support's military customers high quality products. Purpose of Request For Information The purpose of this Request For Information (RFI) is to help DLA Troop Support determine how pricing should be arranged on National Contracts for CONUS. Pricing on National Contracts for OCONUS is FOB Origin. Pricing on CONUS Subsistence Prime Vendor Contracts is FOB Destination. Description of Information Requested Current DLA Troop Support Subsistence Prime Vendor manufacturers/suppliers are asked to submit in writing information on freight, specifically how it would be best to price it on National Contracts for CONUS and why. For example, could freight be priced on a national level for the purpose of National Contracts or would it need to be priced regionally? If a regional approach is more appropriate, what geographic regions would you suggest using? Disclaimer This RFI is issued solely for information and planning purposes and does not constitute a solicitation for offers. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. DLA Troop Support has not made a commitment to procure the supplies discussed in this RFI, incur costs for which reimbursement would be required or sought. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will become Government property and will not be returned.
