Request for Information - Emergency Spill Response, Incident Cleanup and Remediation Services

SaskPower is the main supplier of electricity in Saskatchewan, Canada. Founded as the Saskatchewan Power Commission in 1929 and reorganized as a Crown corporation under The Power Corporation Act of Saskatchewan, our mission is to deliver safe, reliable, and sustainable power to our customers. The purpose of this Request for Information (RFI) is to gather information from industry regarding the availability, capabilities, and service delivery models for both emergency spill response and incident cleanup, as well as remediation of historical contamination. Specifically, SaskPower seeks to: • Understand current market capacity and contractor capabilities for providing these services, including geographic coverage, response times, and experience with similar scopes of work. • Determine whether qualified contractors can effectively deliver both emergency response and planned remediation services under a single contract, or whether these services are more commonly provided by specialized firms. • Better understand the practical considerations, risks, and benefits associated with delivering these services under a combined versus separate contracting approach. • Inform future procurement strategy, including assessing the feasibility of a combined procurement model while ensuring it aligns with industry capability and best practices. SaskPower has issued this RFI to obtain information only. SaskPower is under no obligation to review any response or to discuss the Information submitted or negotiate any purchase contract based on the Information submitted with anyone. No contractual relationship will arise between SaskPower and a proponent upon the proponent’s response of any Information.
