This Request for Information (RFI) is issued by Tobyhanna Army Depot (TYAD) to solicit information and capabilities from potential sources for the turn-key procurement (including delivery and installation) of a cold spray system. The system is intended for material deposition applications, including repair and coating of metal components for Command, Control, Communications, Computers, Intelligence, Surveillance, & Reconnaissance (C4ISR) systems.



TYAD has a potential requirement to procure a cold spray system capable of precise material deposition in support of mechanical repairs of C4ISR systems. The system should be designed to meet stringent operational standards and provide optimal performance for various applications, including repair and coating of metal components.



I. SCOPE OF INFORMATION REQUESTED


We are seeking information on commercially available cold spray systems that meet the following requirements. Please provide detailed responses to the following:



1. COLD SPRAY SYSTEM SPECIFICATIONS


  • Type of Gas: Specify the type of gas used in the cold spray process (e.g., nitrogen, helium).
  • Size of Powder: Provide the size range of powder particles suitable for the system (e.g., 5-50 microns).
  • Feed Rate of Powder: Detail the feed rate of powder (e.g., grams per minute).
  • Size and Shapes of Nozzles: Specify the dimensions and shapes of the nozzles used in the cold spray process.
  • Manual or Automatic Operation: Indicate whether the system operates manually, automatically, or both.
  • Enclosures for the Equipment: Describe the enclosures provided for the equipment, including construction material, sound-dampening capabilities, and overall footprint.

  • Installation Services: Detail the installation services offered, including on-site commissioning and associated operator training.
  • Shipping: Provide estimated shipping details and costs.


II. SUBMISSION GUIDELINES


Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11-inch pages, font no smaller than 10 point) demonstrating the ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format.


If your organization has the potential capacity to provide the required products/systems, please include the following vendor information in your submission:



  1. Company Overview: Organization name, address, website address, and type of ownership.
  2. Points of Contact: Primary POCs including Name, Title, Phone, and Email.
  3. Experience: A brief overview of your company’s experience in providing similar cold spray systems.
  4. References: References from customers who have procured similar systems, if available.
  5. Capability Statement: Tailored capability statements addressing the technical requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
