The U.S. Army Contracting Command-New Jersey, representing the Project Manager for Combat Ammunition Systems at Picatinny Arsenal, is seeking information to assess current and emerging technological capabilities related to ultra-lethal mechanisms designed to enhance the effectiveness of conventional cannon artillery and mortar indirect fire stockpiles. This effort targets advancements that can provide greater lethality and efficiency against a range of target types—including large area, mobile point targets, and those with varying protection levels (soft, medium, and hard)—while maintaining a delivery accuracy within 50 meters Circular Error Probable (CEP). Technologies should align with the Program Executive Office Ammunition's Insensitive Munition Strategic Plan and be evaluated on maturity using Department of Defense Technology Readiness Levels (TRL), with substantive empirical or developmental test data to support claims. Submissions are requested from government agencies, industry, and academia, in the form of concise white papers (maximum five pages excluding cover and contents), detailing quantifiable technology capabilities specifically for cannon artillery and mortar indirect fire solutions. The white papers must focus on the technology, its technical maturity, and include direct points of contact without addressing broader corporate capabilities or past performance. This Request for Information is strictly for planning purposes, carries no commitment for awards, and should not be viewed as a formal solicitation. Interested parties may request follow-up discussions after April 20, 2012. White papers, along with any supporting brochures or classified submissions through appropriate classified networks, must be submitted electronically to designated government contacts no later than March 28, 2012. This process aims to inform PM CAS’s strategy for enhancing lethal capabilities particularly for Brigade Combat Teams and lighter infantry forces.

The US Army Contracting Command-New Jersey, on behalf of the Project Manager for Combat Ammunition Systems (PM CAS), Picatinny Arsenal NJ is requesting information regarding the capability of Industry, Government agencies and Academia related to technology capabilities for ultra lethal mechanisms relative to conventional cannon artillery and mortar indirect fire stockpiles. Proposed technologies should focus on delivering maximum lethal effects with higher efficiency when compared with the existing conventional stockpiles while also addressing large area targets, mobile point targets in a large area and/or poorly located targets with soft, medium and hard protection profiles. This market research effort will compile and assess technology capabilities and maturation in both the near term (0-6 years) and the far term (7 20 years) based on technology readiness levels (TRL) as defined by Department of Defense (DoD) Defense Acquisition University (DAU). Claimed TRL must be justified based on empirical data and/or development test data. All proposed technologies shall take into account a delivery accuracy of 50m CEP. Proposed technology capabilities should consider but not be limited to the Program Executive Office Ammunition (PEO AMMO) Insensitive Munition Strategic Plan (IMSP). The resultant information will be used to assist PM CAS in creating materiel development strategies to maximize the cannon artillery and mortar indirect fires lethal capabilities of the Brigade Combat Team (BCT), and, in particular, light forces such as the Infantry Brigade Combat Team (IBCT). Interested parties (Government, Private Industry and Academia) are requested to provide a short, 5 page or less (excluding cover page and table of contents) white paper detailing their quantified technology capabilities for potential cannon artillery and mortar indirect fire solutions. It is preferred that all documents be developed using MS Word and be written in Times New Roman 12 point font. The white paper should include a description of the capability, its substantiated technical maturity based on TRL, and the point of contact (POC, telephone number and email address). Please exclude overarching corporate capabilities or past performance discussions. Interested parties (Government, Industry and Academia) may request a follow- up, in person discussion after 20 April 2012. This Request for Information (RFI) if for planning purposes only and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made because of this RFI. If a formal solicitation is issued at a later date, a solicitation notice will be published. The white paper and briefings will be at no cost and no liability to the Government and will not be returned. Product brochures can be sent as separate electronic documents and will not count against the 5 page limit. White papers containing classified subject matter should be submitted via the Secret Internet Protocol Router Network (SIPRNet) with a corresponding unclassified white paper sent to the Non-secure Internet Protocol Router Network (NIPRNet). POCs for the white paper are Mr. Philip J. Magnotti (973- 724-2595) and Ms. Karen M. Amabile (+1 (555) 000-0000). Your white paper must be submitted by email to: contact@example.gov (NIPR) or contact@example.gov (NIPR); contact@example.gov (SIPR). White papers must be submitted to Government POCs no later than 28 March 2012. The subject of the mail message shall be: Request for Information High Efficiency Lethal Mechanisms (HELMech) to defeat Soft, Medium & Hard Targets, Your Companys Name.
