Request for Information - Halvorsen 25k Aircraft Cargo Loader

The Department of the Air Force, through the AFLCMC ROKC at Robins AFB, is conducting a market survey to identify potential sources capable of sustaining the Halvorsen 25k Aircraft Cargo Loader. This self-propelled, hydraulically-operated vehicle is designed for the safe and efficient transfer of cargo weighing up to 25,000 lbs between aircraft and loading docks. The government is seeking contractors with the expertise and experience to provide support across four primary output-oriented areas: overhaul, pipeline and material management, sustaining engineering, and repair. Interested respondents must submit a capability survey by October 22, 2026, providing detailed business information, including their status under NAICS code 333924 and domestic or foreign ownership. The submission must include a comprehensive description of facility capabilities, staff composition, and specific experience regarding depot environment support, technical order modification, and the resolution of parts obsolescence for globally dispersed fleets. Performance will be measured using specific metrics, including Not-Mission Capable for Supply rates, Logistics Response Time, and Technical and Engineering Support response times. Participation in this survey does not guarantee future contract awards, and the government will not reimburse participants for expenses associated with the research.
