AI Contract Overview

The Army is conducting market research to identify potential alternate sources capable of supporting the production of the Joint Tactical Terminal – Next Generation (JTT-NG) system, including the integration of engineering change proposals, sustainment, spare parts, and technical support. The effort is part of a planned extension of the current IDIQ contract W56KGY-20-D-0013 by three years to mitigate production risks and prepare for future demand. However, the Government does not possess a complete or releasable Technical Data Package for the JTT-NG, as critical documentation, software source code, and system artifacts remain proprietary to the original equipment manufacturer and are restricted under data rights limitations. As a result, vendors cannot access the latest software builds, firmware, or manufacturing data necessary for independent production, and the Government is unable to grant temporary engineering access beyond what it legally owns. Vendors were invited to submit capability statements detailing their experience with similar tactical terminal or SATCOM systems, their ability to work with limited technical drawings, and estimated timelines to ramp up production if usable data became available. Responses were requested to include rough order of magnitude estimates for capacity, required certifications, potential lead-time reductions, and alternative approaches that do not rely on proprietary JTT-NG data. No bill of materials, material specifications, or accurate ROMs can be provided due to incomplete or non-releasable technical information. The Government emphasized that this RFI is strictly for planning and market research purposes, does not obligate any future contract award, and does not reimburse respondents for preparation costs. Responses were due by July 20, 2026, and vendors are encouraged to continue engaging through official RFI/RFP channels as the Army evaluates long-term strategies to increase competition and reduce reliance on the current sole source.

Update: 07/09/2026

Thank you for your interest in supporting the JTT/JTT NG program. We reviewed all vendor requests for engineering data, production information, and technical artifacts, and wanted to provide a single, consistent response for everyone.

At this time, the Government does not have a complete Technical Data Package (TDP) for the JTT NG systems. Some of the documentation and software-related materials that do exist are proprietary and owned by the current OEM, which limits what we are able to share.

Because of these restrictions:

  • We cannot release any data or software that falls under restricted rights.
  • We are unable to grant temporary engineering access beyond what the Government legally owns.
  • Requests for the latest software builds, source code, or software tools cannot be supported, as the Government does not have releasable versions that would enable independent production.

Regarding questions about production volumes, ROM development, cost details, or material lists:

  • We cannot provide BOMs or material specifications.
  • The Government does not have manufacturing data that would allow vendors to generate an accurate ROM.

Future acquisition quantities will be shared separately once they are finalized.

The Army is actively evaluating long-term options to expand competition for future JTT NG capabilities.

Until releasable data becomes available or program direction changes, we encourage vendors to:

  • Submit capability statements.
  • Propose alternative approaches that do not rely on JTT/JTT NG proprietary data.
  • Continue submitting questions about future competitive opportunities through the official RFI/RFP channels.

Subject:

Identification of Alternate Sources for Joint Tactical Terminal – Next Generation (JTT-NG) systems hardware components production, technical data (hardware and source code), technical support, spare parts and sustainment services.

Purpose

The Army Contracting Command-Aberdeen Proving Ground (ACC-APFG) and Program Manager Intelligence System and Analytics (PM IS&A) are conducting market research to identify potential alternate sources capable of supporting the production of Joint Tactical Terminal – Next Generation (JTT-NG) systems, including the incorporation of Engineering Change Proposals (ECPs), using Government-provided technical data. This RFI is issued solely for planning and market research purposes in accordance with FAR Part 10. Responses will assist the Government in assessing industry capability, refining acquisition strategies, and evaluating options to reduce production lead times.

Background

The Government is planning to extend the current seven-year IDIQ contract W56KGY-20-D-0013 for an additional three years to support continued production. To reduce schedule risk and plan for future requirements, the Government seeks industry feedback regarding the ability to manufacture JTT-NG Terminal using existing technical drawings, documentation, and associated software source code and/or executables.

Requested Information

The Government requests that interested vendors address the following:

  • Experience manufacturing similar tactical terminals, avionics, SATCOM systems, or other complex military communication hardware. Note: Available JTT-NG drawings have not been audited.
  • Capability to utilize Government-provided JTT drawings and technical documentation, including anticipated gaps or risks.
  • Ability to support or integrate available JTT software source code, executables, or firmware necessary for system operation.
  • Estimated schedule impacts and potential lead-time reductions based on receipt of available JTT-NG technical data and software artifacts. Note: The Gov’t has not obtained the data rights to two JTT-NG subsystems.
  • Additional data, certifications, or documentation required to produce JTT-NG units or implement ECP updates.
  • Rough order of magnitude (ROM) estimates for production capacity, scalability, and timelines to ramp up manufacturing.
  • Recommended approaches, partnerships, or technical considerations for alternate source development.

Instructions for Responding

  1. Company name, address, CAGE code, and point of contact information.
  2. Brief corporate overview.
  3. Responses to the information requested above.
  4. Any additional information that may assist the Government’s assessment.

All interested sources shall respond to this SSA No-Later-Than (NLT) Noon, EST 20 JULY 2026

Responses should be submitted electronically via email to:
