The U.S. Army Contracting Command-Aberdeen Proving Ground and the Program Manager Intelligence Systems and Analytics are seeking industry input to identify potential alternate sources capable of producing Joint Tactical Terminal – Next Generation (JTT-NG) hardware, technical data including source code, spare parts, and sustainment services. This request for information aims to evaluate industry capacity to leverage existing Government-provided technical documentation and software artifacts to support production, integrate Engineering Change Proposals, and reduce lead times for future requirements. The Government plans to extend its current IDIQ contract by three years and is assessing alternatives to mitigate schedule risks and enhance supply chain resilience, though it has not yet secured data rights for two critical subsystems. Respondents are expected to demonstrate experience with similar tactical communication systems, assess their ability to use provided drawlings and software, identify potential technical gaps, and provide rough order of magnitude estimates for production scalability and timelines. Additional details on required certifications, recommended partnerships, and impacts to manufacturing readiness must be included. All responses must be unclassified and submitted by noon EST on July 20, 2026, via email to specified government points of contact with a required subject line. This is purely a market research effort with no commitment to subsequent solicitation or contract award, and respondents bear all costs associated with their submissions.

Subject:

Identification of Alternate Sources for Joint Tactical Terminal – Next Generation (JTT-NG) systems hardware components production, technical data (hardware and source code), technical support, spare parts and sustainment services.

Purpose

The Army Contracting Command-Aberdeen Proving Ground (ACC-APFG) and Program Manager Intelligence System and Analytics (PM IS&A) are conducting market research to identify potential alternate sources capable of supporting the production of Joint Tactical Terminal – Next Generation (JTT-NG) systems, including the incorporation of Engineering Change Proposals (ECPs), using Government-provided technical data. This RFI is issued solely for planning and market research purposes in accordance with FAR Part 10. Responses will assist the Government in assessing industry capability, refining acquisition strategies, and evaluating options to reduce production lead times.

Background

The Government is planning to extend the current seven-year IDIQ contract W56KGY-20-D-0013 for an additional three years to support continued production. To reduce schedule risk and plan for future requirements, the Government seeks industry feedback regarding the ability to manufacture JTT-NG Terminal using existing technical drawings, documentation, and associated software source code and/or executables.

Requested Information

The Government requests that interested vendors address the following:

  • Experience manufacturing similar tactical terminals, avionics, SATCOM systems, or other complex military communication hardware. Note: Available JTT-NG drawings have not been audited.
  • Capability to utilize Government-provided JTT drawings and technical documentation, including anticipated gaps or risks.
  • Ability to support or integrate available JTT software source code, executables, or firmware necessary for system operation.
  • Estimated schedule impacts and potential lead-time reductions based on receipt of available JTT-NG technical data and software artifacts. Note: The Gov’t has not obtained the data rights to two JTT-NG subsystems.
  • Additional data, certifications, or documentation required to produce JTT-NG units or implement ECP updates.
  • Rough order of magnitude (ROM) estimates for production capacity, scalability, and timelines to ramp up manufacturing.
  • Recommended approaches, partnerships, or technical considerations for alternate source development.

Instructions for Responding
