Request for Information - Professional and Advisory Services

The Bureau of Industry and Security, under the Department of Commerce, is seeking industry input through a Request for Information to inform the development of a future contract for professional and advisory services to support the Office of Information and Communications Technology and Services in fulfilling its national security regulatory mandate. This effort is grounded in statutory authorities including the International Emergency Economic Powers Act, Executive Orders 13873 and 14034, and 15 CFR Part 791, with the goal of enabling oversight of Information and Communications Technology and Services transactions, conducting due diligence, enforcing compliance, and supporting adjudication and mitigation efforts. The anticipated contract would include a one-year base period and four optional one-year periods, with primary performance occurring at the Department of Commerce headquarters in Washington, D.C., though additional locations may be approved. Respondents are required to demonstrate expertise in national security risk assessment, supply chain analysis, and familiarity with federal programs such as CFIUS, Team Telecom, OFAC, and UFLPA, and key personnel must hold Top Secret/Sensitive Compartmented Information clearances. The scope encompasses investigative, monitoring, enforcement, and advisory activities, including the development of mitigation agreements, issuance of authorization opinions, production of analytical reports, and creation of outreach materials. Respondents are required to provide their Unique Entity Identifier, CAGE code, facility clearance level, NAICS code (541611), and small business status, along with any applicable socioeconomic certifications. No pricing, cost data, or formal proposals are to be submitted, as this is a sources-sought notice and not a solicitation for award. The Government will use the information gathered to shape a future Request for Proposal, including defining evaluation factors such as investigations and research, authorizations and monitoring, enforcement targeting, and adjudication and advisory support, though weights and award criteria remain undetermined. The Government will furnish workspace, secure equipment, and access to classified systems, while contractors are expected to comply with strict reporting requirements, including monthly progress updates and adherence to conflict of interest provisions.
