The Department of Defense, through the Combat Casualty Care Research Program of the Medical Research and Materiel Command, is requesting information on innovative prototype tourniquets designed to control hemorrhage from truncal injuries sustained on the battlefield. These tourniquets must be capable of stopping deep bleeding, including intracavitary hemorrhage, particularly in areas where conventional tourniquets are ineffective. The devices should be easy to apply with minimal training in tactical situations, secure without slipping during or after application, allow for easy release and reapplication, be lightweight, and have a long shelf life while maintaining low cost and compact size. Interested companies are invited to submit a concise 1-3 page whitepaper, supplemented with diagrams if needed, presenting their device concepts, clinical use, and any testing or evaluation conducted. Submissions must be sent electronically by a specified deadline and include detailed company contact information, including identifiers such as DUNS Number and CAGE Code, on company letterhead. The information gathered will inform the development of a future solicitation for actual device testing and development to enhance combat casualty care.

Prototype Truncal Tourniquets for the Department of Defense Research On Combat Casualty Care The Combat Casualty Care Research Program of the Medical Research and Materiel Command (USAMRMC) provides integrated capabilities for far-forward medical care to reduce mortality and morbidity associated with major battlefield wounds and injuries. The USAMRMC is seeking information regarding novel prototype tourniquets for hemorrhage control of truncal injuries on the battlefield. Interested firms should submit a 1-3 page whitepaper (with additional sheets for diagrams as necessary) describing such devices and the concept of use. Information will be reviewed pursuant to consideration for the development of a request for devices to be tested. As such, any descriptions of clinical use or test and evaluation studies will be of use. For the purposes of this request for information, we anticipate that devices: 1) Will be able to occlude deep bleeding from intracavitary hemorrhage, including parenchymal injuries. As a minimum, the device should stop bleeding at compressible sites where standard tourniquets cannot be applied; 2) Can be applied easily in a tactical environment with a minimum level of familiarization; 3) Must not slip during tightening or following application; 4) Be capable of easy release and re-application; 5) Be of light weight; 6) Have long shelf life, low cost and low cube. Responses should be emailed to contact@example.gov no later than Friday, April 3, 2009 by 1:00pm (Eastern Standard Time). Submission should be emailed as either a pdf or MS office attachment. Submissions should be on company letterhead and include companys name, point of contact, address, phone number, fax number, DUNS Number, CAGE Code.
