The United States Air Force Life Cycle Management Center, specifically the Special Warfare Program Office, is conducting market research through a Sources Sought Synopsis and Request for Information to identify potential sources for replacement Combat Rubber Raiding Craft (CRRC) Outboard Motors. The current 40HP motor fleet is obsolete, limiting operational capabilities in rough seas and increasing mission risk for Personnel Recovery missions. The government seeks a solution that restores full operational capability, ideally featuring 55 HP or more, a maximum weight of 220 lbs, and the ability to operate on mixed-gasoline 2-stroke fuel, with an objective goal of compatibility with diesel and jet fuel. Key technical requirements include the ability to operate after water impact from air deployment, a start time within six seconds in temperatures ranging from -30°F to +120°F, and compliance with ASTM B117 saltwater corrosion resistance standards. The motors must maintain a universal attachment system compatible with legacy P4.7 Boat transoms and fuel bladder systems. For imported motors, compliance with EPA Exemption Code 2 for national security is required, including specific permanent English-language labeling. Interested parties under NAICS code 333618 must provide company data, socioeconomic certifications, and rough order of magnitude cost estimates. Responses are due by November 16, 2026, and must not exceed 15 pages. The government is specifically interested in the ability to deliver two units within six months of an order and requires details on how small businesses would comply with FAR 52.219-14 regarding limitations on subcontracting and FAR 52.219-33 regarding the Non-Manufacturer Rule.

This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a CRRC Outboard Motor (OE). The current Guardian Angel (GA) weapon system relies on CRRC Outboard Motors that are nearing the end of their service life and no longer fully meet the evolving requirements of the Personnel Recover (PR) mission. The obsolescence of the current motor fleet restricts operational capabilities and increases mission risk. Specifically, the inability to operate reliably in rough seas limits the ability to conduct PR missions in certain geographic locations and weather conditions. The current program lacks a viable replacement solution that addresses these deficiencies, restores the weapon system’s full operational capability, and provides GA personnel with a reliable and effective CRRC-system for all operational environments. Furthermore, the decreased horsepower and increased unit weight of modern potential replacement EPA compliant 4-stroke Outboard Motors (OE) reduce operational capability and aerial delivery mission flexibility.

FA8629-26-S-C001(Call-001)_Air Force - Small UAS & Asymmetric Capabilities - Commercial Solutions Opening
Solicitation # FA8629-26-S-C001(Call-001)
The Air Force Life Cycle Management Center is seeking innovative commercial or non-developmental small Unmanned Aircraft Systems (sUAS) platforms through a multi-phase Commercial Solutions Opening. The primary objective is to identify mature platforms with demonstrated flight heritage (TRL 6) to support communications relay and data exfiltration missions. The scope specifically focuses on the integration of communications relay payloads and the engineering required for air-launch or drop capabilities from SOCOM PEO-FW air vehicles, explicitly excluding clean-sheet research and development for the base platform. The government targets an average procurement unit cost of 250,000 dollars for the baseline platform at mature production quantities. The acquisition follows a phased down-select process starting with Phase 1 solution briefs, which are due by October 15, 2026. Subsequent phases include baseline performance validation in Phase 3 and prototype development and air-launch demonstrations in Phase 4, with the potential for a non-competitive Phase 5 for low-rate initial production and full-scale fielding. Awards may be issued as fixed-price FAR-based contracts or Other Transactions under 10 U.S.C. 4022. While initial phases are unclassified, later stages may require Secret level facility and personnel clearances. Systems must adhere to Modular Open Systems Approach principles and meet strict DoD cybersecurity evaluations to achieve an Authority to Operate on DoD networks.
