This effort includes developing an Installation Design Plan specific to El Salvador, manufacturing and delivering a specified list of commercial communication equipment such as VHF, UHF, and HF transceivers with associated antennas, uninterruptible power supplies, and related components, removing obsolete navigation and communication systems, installing the new equipment on-site, conducting verification and validation of all electronic systems through operational testing, and providing on-site technical training for twenty El Salvadoran personnel. All work is to be performed primarily in El Salvador, with initial delivery originating from the contractor’s facility under FOB Origin terms, and must adhere to packaging and preservation standards defined by the Security Assistance Management Manual, including secure labeling, hazard compliance, and readiness for eighteen months of storage under favorable conditions. The U.S. Government will accept only electronic submissions via email to the designated Contract Specialist by the specified deadline, and responses must include the company’s Unique Entity Identifier, business size classification under NAICS code 238210 or an alternative if justified, prior experience directly related to each required task including OCONUS installations, supply chain challenges, equipment obsolescence management, and international training delivery. All responses are voluntary and strictly for market research purposes, with no guarantee of future solicitation or award, and no reimbursement will be provided for submission costs. If a solicitation is issued, it will be published on SAM.gov and may leverage existing governmentwide acquisition vehicles. Future contract award, if any, will use a Firm-Fixed Price structure with delivery and performance responsibilities extending from the contractor’s facility to the vessel in El Salvador, and acceptance will be contingent upon successful inspection and documentation via the DD Form 250, approved technical manuals, training reports, and warranty paperwork issued in both English and Spanish. Contractors must ensure personnel are cleared for foreign travel through the Foreign Clearance Guide process and use the Aircraft and Personnel Automated Clearance System, with all travel coordinated through the Contracting Officer’s Representative, who will also provide oversight for contract execution and invoice approval. All payments will be processed electronically through the Invoice Processing Platform, and no paper invoices will be accepted. Purpose:
The United States Coast Guard (USCG) Foreign Military Sales (FMS) program in accordance with the Letter of Offer and Acceptance (LOA) ZB-P-LEC for the Government of El Salvador is conducting market research to identify potential sources capable of:
- Developing an Installation Design Plan within El Salvador (RFI SOW § 4.3)
- Manufacture and Deliver the Commercial Furnished Equipment list (RFI SOW § 4.4, RFI SOW Attachment II)
- Performing in-country removal of old navigation and communication equipment (RFI SOW § 4.5)
- In-country Installation of all navigation and communication equipment (RFI SOW § 4.5)
- Conducting Verification and Validation (V&V) of Electronic Navigation Equipment (RFI SOW § 4.6)
- Providing On-site Technical Assistance Training for twenty (20) students (RFI SOW § 4.7)
This Request for Information (RFI) is issued to determine the availability of qualified sources, including small businesses, to acquire the items and perform the services specified in the attached RFI Statement of Work (SOW).
Interested parties capable of meeting the requirements of the SOW § 4.3-4.7 are invited to submit complete information discussing their capabilities no later than the due date posted on this notice. The information submitted must include:
- Name of Company, Address and Unique Entity Information (UEI) Number associated with your company’s SAM.gov entity registration.
- Point of Contact and Phone Number.
- Business Size applicable to the NAICS Code (if Small Business, must identify concern). If 238210 is not appropriate, please suggest an alternate NAICS, and provide the socioeconomic status for that NAICS.
- If this scope fits under a currently held Federal Supply Schedule (FSS), or other governmentwide strategically-sourced vehicle, provide the source and your company’s contract number.
- Describe your company’s previous experience in performing requirements in each of the tasks described in the draft SOW, § 4.3-4.7. We are not looking for extensive information on the history of a company or any other accomplishments not associated with these specific requirements. We are looking for specific examples that include requirements performed by your company specifically, dates services or supplies were provided, foreign country supported or the name of the U.S. Federal Government Agency the work supported. Please indicate experience in developing Installation Design Plan, supplying difficult to find parts, efforts in overcoming supply chain issues, dealing with part obsolescence, OCONUS equipment removal and installation, conducting Verification and Validation, and experience in providing OCONUS training.

The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time, no solicitation exists; therefore, DO NOT Request a copy of the solicitation.

Interested vendors are to review the attached RFI SOW Attachment I and RFI SOW Attachment II. No additional supporting information is needed.
Submission Instructions:
No telephone requests will be accepted. Responses to this notice shall be submitted in writing. Interested vendors are to submit a capability statement to the Contract Specialist Mrs. Kerri Dolezal via email (Kerri.L.Dolezal@uscg.mil) with the subject line: “RFI Response – El Salvador Communication Equipment” no later than the due date posted on this notice. While there is no page limit to responses, email transmissions are limited to 10MB in size.
Next Steps:
Based on the responses of this RFI, the Government will review the capability of sources to determine the appropriate acquisition strategy. A solicitation may be issued in the future on SAM.gov Contract Opportunities or distributed to contract holders if a strategically-sourced vehicle is deemed appropriate. It is the responsibility of the interested vendors to monitor the Contract Opportunities website.
