Request for Information (RFI) for Base Infrastructure Modernization (BIM) Task Order 2

Disclaimer: This is a Request For Information (RFI) for the Base Infrastructure Modernization (BIM) Task Order 2 under IDIQ solicitation FA8726-24-R-B015. This RFI is issued solely for information and planning purposes (market research). This RFI does not constitute a solicitation (Fair Opportunity Proposal Request (FOPR))) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not, at this time seeking proposals and will not accept any unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Not responding to this RFI does not preclude participation in any future FOPR, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets shall be clearly identified. Questions relating to RFI should directed exclusively by email to the POC listed. Companies wishing to respond to this RFI should send responses via electronic mail no later than 14 June 2023 at 4:00 PM Eastern Daylight Time to the POC listed. Description: This effort modernizes the Department of the Air Force's (DAF) BAN infrastructure through an as-a-service model utilizing Contractor provided services, methodologies, and industry leading practices. The Contractor shall take over current Communications Squadron (CS) network infrastructure operations and then modernize and operate/sustain the Contractor's infrastructure design in accordance with (IAW) this contract and its attachments. BAN is synonymous with the industry term Campus Area Network. The design of the modernized BAN infrastructure shall provide support for future Government (USG)/Lead command network requirements such as Zero Trust, Network Authentication Controls, and other future requirements. Work includes requirements to: Perform Site Survey (SS) Operate and maintain the DAF BAN Design Modernized BAN Modernize through Installation, Test, and Execution of design Operate and Sustain the Modernized BAN Information: The Government anticipates releasing three Task Order competitions immediately following the award of the IDIQ. If you have submitted a proposal for the IDIQ and assuming you are awarded an IDIQ, please indicate which of the following applies. Note: Your answer is merely for informational purposes and does not restrict your ability to propose on any Task Orders. 1 - I plan on proposing on Task Order 1 (Joint Base Elmendorf Richardson, Offutt, Buckley), which will be competed among all Tier A IDIQ holders. 2 - I plan on proposing on Task Order 2 (Eielson, Hickam, Andersen, Diego Garcia), which will be competed among all Tier A IDIQ holders. 3 - I plan on proposing on Task Order 3 (Kadena, Kunsan, Osan, Misawa, Yokota), which will be competed among all Tier A IDIQ holders. 4 - I do not anticipate proposing on any of the above Task Orders, but plan to propose on other Task Orders in the future. Only Task Order 2 documents are contained in this RFI. In addition to the above please provide comments as applicable on any of the attached Task Order 2 draft FOPR docs. The Government may use these comments in further refining the FOPR package. This RFI is for market research purposes only and in no way impacts the ongoing BIM Source Selection. All documents contained within this RFI are drafts and are subject to change prior to final FOPR release.
