USAID/Benin is finalizing the design for a new activity to strengthen the private sector's ability to deliver high impact Reproductive, Maternal, Newborn and Child Health (RMNCH) services and products by reforming Benin's regulatory practices and systems as well as strengthening the ability of the GOB to manage the private sector, including using professional market data to monitor and evaluate regulatory policy and availability of drugs in the private sector and undertake public-private partnerships. Please submit your comments by email only to the Point of Contact (POC) indicated below not later than the closing date and time specified above. Responses to the following questions/items would be helpful: 1. Is the project design and PWS clear? If not, what needs improvement? If not, what can be improved? 2. Are the proposed objectives, outcomes and tasks clear? 3. Please provide an estimated budget for achieving these objectives. 4. Is it feasible to subcontract at least 20% of the contract amount to Small Business entities? 5. Are you a contractor on any IDIQ contract vehicles, like GSA OASIS or GSA MOBIS? 6. Submissions will not be acknowledged. USAID may use any information provided without incurring any obligation. This announcement is a Request for Information (RFI), not a Request for Proposals (RFP) and is not to be construed as a commitment by the U.S. Government to issue any solicitation or ultimately award a contract on the basis of this RFI, or to pay for any information submitted as a result of this request. USAID plans to issue a Request for Proposals (RFP) in June-July 2017 to accept proposals for this activity through the negotiated procurement process. If a solicitation is released it will be synopsized in www.fbo.gov. It is the potential offeror's responsibility to monitor the Government-wide Point of Entry (GPE) for the release of any solicitation or synopsis.
