1. SUMMARY The National Aeronautics and Space Administration (NASA) is seeking information under this Request for Information (RFI) to assess community interest, concepts, and rough order of magnitude (ROM) cost for secondary payload integration services onto Evolved Expendable Launch Vehicle Secondary Payload Adapter (ESPA) rings to be exercised on future Science Mission Directorate (SMD) missions. 2. DEFINITIONS:  Evolved Expendable Launch Vehicle Secondary Payload Adapter – Launch Vehicle adapter ring enabling deployment of secondary payloads.  Secondary Payloads – Payloads that will be carried by an ESPA and meet the requirements of the ESPA interface standards.  Rideshare Payloads (RPL) – For this RFI, Rideshare Payloads are synonymous with Secondary Payloads.  Rideshare Mission – A mission that consists of secondary payloads that can utilize excess launch vehicle capacity and performance and that may or may not include a primary payload.
2
 ESPA Integrated Flight System – A fully populated ESPA, including ancillary hardware, ready for shipment to a launch site.  Secondary Payload Integrator or “Integrator” – The Integrator is the organization responsible for the system engineering life cycle to bring together the ESPA ring, Secondary Payloads, Ancillary Hardware, interfacing with the launch vehicle, and verifying that the secondary payloads "do no harm" to the primary spacecraft mission.  ESPA Ancillary Hardware – This consists of, but not limited to, connectors, harnesses, sequencers, fasteners.  ESPA Integrated Flight System Schedule - This schedule is driven by the readiness date of the ESPA Integrated Flight System to include the secondary payloads, ESPA development, and RPL-to-ESPA integration delivery schedules compliant with the launch vehicle integration schedule.
3. BACKGROUND NASA’s Science Mission Directorate seeks to establish Rideshare opportunities utilizing excess capacity for SMD-purchased launch vehicles, both for its PI-led competed missions and its strategic missions. The data from this RFI will assist SMD in determining the most effective approach to acquire secondary payload integration services. The entity performing these integrated services is the “Secondary Payload Integrator” or “Integrator”. There are many types of secondary payload accommodations, but for the purposes of this RFI, responders should focus on integration services for a standard Evolved Expendable Launch Vehicle Secondary Payload Adapter (ESPA) and several variants of an ESPA Grande. The Integrator’s responsibilities will include, but are not limited to:  Manage the integration of Rideshare Payload (RPL) to ESPA, including mission support: o Manage safety processes and any required licensing, o Conduct Mission Readiness Reviews, o Conduct and support mission specific telecoms and meetings related to mission integration, o Support mission fit checks to ESPA, o Provide NASA (Launch Se

B.8 Heliophysics Spaceflight Science Foundations
Solicitation # NNH25ZDA001N-SSF
The Research Opportunities in Space and Earth Sciences (ROSES) program, specifically the Heliophysics Spaceflight Science Foundations (SSF) element under solicitation NNH25ZDA001N, is an omnibus solicitation by the NASA Science Mission Directorate. The SSF program focuses on basic science and pre-formulation research to enable high-impact, cost-effective spaceflight projects, with a current priority on establishing scientific and technical readiness for the Links and Solar Polar Decadal Survey investigations. While primarily utilizing grants and cooperative agreements, NASA may issue contracts or Funded Space Act Agreements. All organization types are generally eligible to propose, though funding is restricted, and participation involving the People's Republic of China is prohibited. Proposals are submitted via NSPIRES or Grants.gov using a two-step process. Step-1 requires an anonymized three-page proposal without a budget. Step-2 proposals typically include a 15-page technical section, a separate total budget PDF, and an expertise and resources document. Evaluation is conducted by a peer panel using Dual-Anonymous Peer Review (DAPR) based on intrinsic merit, relevance to future spaceflight goals, and cost reasonableness. Awards typically range from one to five years in duration. Key requirements include a Unique Entity Identifier (UEI) via SAM.gov, a comprehensive Open Science and Data Management Plan, and adherence to the 2024 Heliophysics Decadal Survey guidance.

B.7 The Heliophysics Low-Cost Access to Space
Solicitation # NNH25ZDA001N-LCAS
The Heliophysics Low-Cost Access to Space (H-LCAS) program, solicitation NNH25ZDA001N-LCAS, is a research opportunity managed by the NASA Science Mission Directorate. The program supports the development and maturation of innovative instruments, technologies, and flight investigations using sounding rockets, high-altitude balloons, CubeSats, or airborne platforms. Projects are categorized as either science or science-enabling and are evaluated based on their scientific and technical merit, relevance to the 2024-2033 Heliophysics Decadal Survey or NASA strategic objectives, and cost reasonableness. Awards typically have a duration of three years, with a maximum of four years available upon justification, and are expected to start approximately six months after the proposal due date. Eligible organizations of all types may propose, though participation by the People's Republic of China is prohibited and non-U.S. organizations may participate on a no exchange of funds basis. Applicants must be registered in SAM.gov and provide a Unique Entity Identifier. Proposals must be submitted electronically via NSPIRES by an Authorized Organizational Representative and include a 20-page Science-Technical-Management section, a 4,000-character summary, and required non-anonymized attachments including a total budget, a Payload Reference Document, and an Expertise and Resources appendix. Key deliverables include the development of flight hardware, the archiving of calibrated data in a NASA online facility, and publication in professional journals.
